lawful to use or employ any patent tongs to take or catch oysters in
any of the following waters: Wicomico, Queen Anne's, Talbot, Dor-
chester and Kent counties, except on Swann Point Bar, and Light-
house Lump, and except that on Hickory Thicket Bar the Department
of Tidewater Fisheries may, in its discretion, open or close this bar
for patent tonging; or in the Patuxent River above and north of a
straight line joining Sotterly Wharf and St. Leonards Beacon; or in
the tributaries of the Potomac River in St. Mary's County.

Sec. 2. And be it further enacted, That this section is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 371

(Senate Bill 197)

AN ACT to fix the rate of State taxation for the year Nineteen Hun-
dred and Sixty Two (1962) in accordance with the provisions of
Section 33 of Article 81 of the Code of Public General Laws of the
State of Maryland (1957 Edition).

Section 1. Be it enacted by the General Assembly of Maryland,
That the rate of State taxation for the year Nineteen Hundred and
Sixty Two (1962) is hereby fixed in the manner following, and the
taxes for each of the State loans herein specified to be used to pay
the installments of principal and interest thereon:
