necessary in the judgment of the Police Commissioner; such number
of station-house clerks; and such additional clerks and civilian em-
ployees for duty at police headquarters, or elsewhere in the City of
Baltimore, as may in the judgment of the Police Commissioner be
necessary.

Sec. 2. And be it further enacted, That this Act shall take effect
January 1, 1962.

CHAPTER 360

(Senate Bill 97)

AN ACT to repeal and re-enact, with amendments, Section 573 of
the Charter and Public Local Laws of Baltimore City (1949
Edition), title "Baltimore City", sub-title "Police Commissioner",
sub-heading "Physicians to the Police Force", as such section was
amended by Chapter 840 of the Acts of 1957, increasing from
eight (8) to ten (10) the number of physicians that the Police
Commissioner may appoint to act as physicians of the Police De-
partment of Baltimore City, amending the residence requirement
for appointment and authorizing the Police Commissioner to des-
ignate one of the same as deputy chief physician.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 573 of the Charter and Public Local Laws of Baltimore
City (1949 Edition), title "Baltimore City", sub-title "Police Com-
missioner", sub-heading "Physicians to the Police Force", as such
section was amended by Chapter 840 of the Acts of 1957, be and the
same is hereby repealed and re-enacted, with amendments, to read
as follows:

573. The said Police Commissioner for the City of Baltimore is
authorized to appoint and commission biennially [eight] ten physi-
cians of integrity and capacity, residents of [Baltimore City] the
State of Maryland, and whose principal off ice is located in Baltimore
City,
and who shall have practiced medicine therein for at least three
years, next preceding the date of their commission, to act as physi-
cians of the Police Department of said city, under such rules and
regulations as the said Commissioner may from time to time pre-
scribe for their conduct; one of the said physicians shall be desig-
nated by the said Commissioner as chief physician, and one of the
said physicians shall be designated by the said Commissioner as
deputy chief physician.

SEC. 2. And be it further enacted, That this Act shall take effect

January 1, 1962.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS SEC-
TION IS DECLARED TO BE AN EMERGENCY MEASURE AND
NECESSARY FOR THE IMMEDIATE PRESERVATION OF THE
PUBLIC HEALTH AND SAFETY, AND HAVING BEEN PASSED
BY A YEA AND NAY VOTE SUPPORTED BY THREE-FIFTHS
