309. Exemptions. This Act shall not apply to any degree,
diploma or other certificate which is of use primarily in connection
with a religious calling or to any degree granting institution engaged
only in educational programs in the field of religion.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Section 532 (a)
of the Charter and Public Local Laws of Baltimore City (1949
Edition, being Article 4 of the Code of Public- Local Laws of
Maryland), title "Baltimore City", sub-title "Police Commis-
sioner", said section having been last amended by Chapter 529 of
the Acts of 1959, increasing certain categories of employees and
police officers in the Police Department of Baltimore City and
relating generally to the number of employees and police officers
therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 532 (a) of the Charter and Public Local Laws of Bal-
timore City (1949 Edition, being Article 4 of the Code of Public
Local Laws of Maryland), title "Baltimore City", sub-title "Police
Commissioner", said section having been last amended by Chapter
529 of the Acts of 1959, be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
532. (a) The Police Commissioner shall have the power to remove
any uniformed officer for any violation of any rule or regulation
which he may make and promulgate to the Police Department of Bal-
timore City. The uniformed police force shall consist of nine (9) in-
spectors of police, one to be designated, from time to time, by the
Police Commissioner as Chief Inspector, to be assigned to such duties
as the Police Commissioner may from time to time direct, with full
power to the Police Commissioner to change such Chief Inspector at
any time he may desire to do so and appoint another one of the In-
spectors to the duties of said Chief Inspector; not more than [twen-
ty-one (21)] twenty-four (24) captains; not more than [ninety-eight
(98)] one hundred eight (108) lieutenants; not more than [three
hundred eighty-eight (388)] four hundred ninety-seven (497) ser-
geants; not more than [two thousand seven hundred and eighteen
(2,718)] three thousand five hundred fifty (3,550) patrolmen; [two
(2)] four (4) policewomen with the rank of sergeant and such addi-
tional policewomen as may be necessary in the judgment of the
Commissioner. The civilian and clerical employees of the Police De-
partment shall include such number of crossing guards as may be
