(b) It shall be the duty of the Commission to submit a report to
the Governor and to the General Assembly on or before January 1st,
[1961] 1962, setting forth the results of its studies and its recom-
mendations, if any, for legislation.
Sec. 2. And be it further enacted, That the General Fund Appro-
priation for the Commission shall not exceed the sum of Twenty-five
Thousand Dollars ($25,000) for the 1962-1968 fiscal year.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 427)
AN ACT to repeal Section 712 (f) of Article 66C of the Annotated
Code of Maryland (1957 Edition), title "Natural Resources", sub-
title "Oysters and Clams", and to enact new Section 712 (f) in
lieu thereof to stand in the place and stead of the section so
repealed, repealing the power of the Department of Tidewater
Fisheries to close, reopen and reclose certain clam areas, repeal-
ing the tax levied on clams caught by Shinnecock rake, making it
legal in Worcester County to catch clams with hand scrapes or
Shinnecock rakes, providing for the licensing and control of such
activities, giving the Department of Tidewater Fisheries power
to make rules and regulations concerning such activities, provid-
ing that violations of this sub-section constitute a misdemeanor,
and specifying penalties to be imposed upon conviction thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 712 (f) of Article 66C of the Annotated Code of Mary-
land (1957 Edition), title "Natural Resources", sub-title "Oysters
and Clams", be and it is hereby repealed and that new Section 712
(f) be and is hereby enacted in lieu thereof to stand in the place
and stead of the section so repealed, and to read as follows:
712 (f)
(1) It shall be legal to take or catch hard shell clams with hand
scrapes and/or Shinnecock rakes in the waters of Worcester County.
Any person who shall employ any boat in taking hard shell clams
(Venus mercenaria) in Worcester County with hand scrape(s) or
a Shinnecock rake shall first obtain a Clam Hand Scrape License for
such a boat.
(2) Any person in Worcester County wishing to take hard shell
