Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 308
(Senate Bill 534)

AN ACT to add new Section 178A to the Code of Public Local Laws
of Washington County (1957 Edition, being Article 22 of the Code
of Public Local Laws of Maryland), title "Washington County",
sub-title "County Commissioners", to follow immediately after
Section 178 thereof, authorizing and empowering the County Com-
missioners of Washington County to expend money for the care
and rehabilitation of alcoholics and to appoint advisory groups to
study the problems of alcoholics and providing generally for the
problem of alcoholics in Washington County.

Whereas, statistics show that the Washington County Jail has an
average daily inmate population of sixty (60), and that the majority
of these inmates are alcoholics; and

Whereas, the criminal alcoholic is usually a continuous repeater
and periodically re-sentenced to the jail, many of such persons
spending eleven (11) months of the year in jail; and

Whereas, the cost for confining inmates to jail is an expensive
burden on the taxpayer; and

Whereas, most habitual cases are, in the eyes of Medical author-
ities, characterized as "sick people"; and

Whereas, there are many individuals and organizations interested
in the rehabilitation of alcoholics; now therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 178A be and is hereby added to the Code of Public
Local Laws of Washington County (1957 Edition, being Article 22 of
the Code of Public Local Laws of Maryland), title "Washington
