ing on said rules and regulations and shall publish notice of the day
and time of said hearing with the rules and regulations aforesaid.
The purpose of the hearing is to have the Commissioners obtain the
benefit of the public views and opinions prior to final adoption.

The rules and regulations aforesaid shall have no application, and
the Plumbing Board shall have no authority to control, the plumbing
system of any property owner who shall install or work on his own
plumbing system. Except that the connecting of such a system to a
public water system or public sewer system must be done by a
Master Plumber or by the owner or the agent of the owner of such
sewer or water system.

The Board shall annually approve, for a fee of one dollar, applica-
tions for
established Appliance Dealers to make Appliance installa-
tions, provided satisfactory Bond in the amount of $1,000.00 is
made
to Caroline County and the work is to be done by qualified workmen
whose qualifications shall be determined by the Appliance Dealer and

who may or may not be Master Plumbers. No permit shall be re-

quired for installation of Appliances.

It shall be unlawful for any wholesale plumbing distributor or
manufacturer to refuse to sell to any retail plumbing outlet any
plumbing supplies, appliances or fixtures or any goods in the nature
of the aforesaid in Caroline County. Any violation of this Section
shall be punished by a fine of not more than one hundred dollars for

each such violation.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 307
(Senate Bill 531)

AN ACT to repeal and re-enact, with amendments, Section 236 (b) of
Article 81 of the Annotated Code of Maryland (1960 Supplement),
title "Revenue and Taxes", sub-title "State Department of Assess-
ments and Taxation", to change the salary classification of the
supervisor of assessments of Charles County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 236(b) of Article 81 of the Annotated Code of Maryland
(1960 Supplement), title "Revenue and Taxes", sub-title "State De-
partment of Assessments and Taxation", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

236.

(b) Supervisors of assessments in the several counties, including
the director of the department of assessments in Baltimore City,
shall be classified as follows:

Class A—Baltimore City.

Class B—Baltimore, Prince George's and Montgomery counties.
