The Commission shall determine its own meeting time and location.
The Commission shall adopt such rules and regulations as it may
deem necessary to govern its procedure and business. The Commis-
sion has the power to establish and appoint advisory groups and com-
mittees to assist in its program of activity of which membership is
not restricted solely to members of the Commission. The Commission
shall only have such funds, if any, as in the discretion of the County
Commissioners, and the County Commissioners are hereby authorized
to appropriate such funds as they shall determine.
76.
The duties of the Commission shall be:
1. To assume the leadership in studying the services available to
and the needs of the youth in the County.
2. To carry out a program of public information on youth prob-
lems, its needs, and the action needed through the various public
media such as press, radio, personal contacts, etc.
3. To stimulate the full development of present youth facilities and
to promote local coordination and cooperation of youth services.
4. To develop and put into effect local programs of Juvenile De-
linquency Prevention.
5. Cooperate with any Federal, State, local agency, board or com-
mission, including the Maryland Commission for the Prevention and
Treatment of Juvenile Delinquency, and any interested private or
civic organization to obtain information and action on behalf of the
county's youth.
6. The Commission shall annually report to the Board of County
Commissioners of Charles County and to the public.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 482)
AN ACT to add new Section 50A to the Code of Public Local Laws
of Charles County (1959 Edition, being Article 9 of the Code of
Public Local Laws of Maryland), title "Charles County", sub-title
"County Commissioners", to follow immediately after Section 50
thereof, to authorize the County Commissioners of Charles County
to establish and maintain a central communications facility for the
county.
