Whereas, The greatest opportunity for forging ahead to a positive
environment for youth lies in the local community where he lives; and

Whereas, A vehicle is needed to be available:

1.  To bring about community awareness and understanding of the
needs of children and of stimulating interest and participation in
meeting such needs effectively.

2.  To bring about orderly development, well-balanced, coordinated
and readily available services, and to improve those social conditions
which contribute to the maladjustment and delinquency of children.

3.  To be a clearing house in the county for new and constructive
ideas which are being used in other places in the State of Maryland
and in the other States of the nation.

4.  To cooperate with the Maryland Commission for the Prevention
and Treatment of Juvenile Delinquency in finding ways to work on
the problems of children and youth.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 74, 75, and 76 be and they are hereby added to the
Code of Public Local Laws of Charles County (1959 Edition, being
Article 9 of the Code of Public Local Laws of Maryland), title
"Charles County", sub-title "County Commissioners", to follow im-
mediately after Section 73 thereof, and to be under the new sub-
heading "Charles County Youth Commission", and to read as follows:

Charles County Youth Commission

(a)    The County Commissioners of Charles County are hereby
authorized and directed to establish the Charles County Youth Com-
mission.

(b)    The membership shall consist of thirteen (13) persons, one of
whom the membership shall designate as the Chairman.

(c)    Regular members of the Commission shall be the Judge of
the Juvenile Court of the County, the Superintendent of Schools for
the County, the Director of the County Welfare Board, and the
County Health Officer. The above listed members may be represented
on the Commission by a duly authorized person from the respective
board or department, providing said designated person is acceptable
to the County Commissioners. The remaining nine members shall be
appointed by the County Commissioners and at least one of whom
shall be a Minister, one a person conversant with the problems of
labor, one with a thorough knowledge of law enforcement, and one
shall be a woman.

(d)    The persons to be appointed by the County Commissioners
shall each be appointed for a period of three years and shall not be
subject to reappointment for more than two terms without the lapse
of one year at the end of the second term. The members of the Com-
mission shall serve without pay. Those originally appointed shall
serve terms as follows: three for one year; two for two years; and
three for three years; and thereafter all terms shall be for three
years.
