eluding the fixing of the rates to be charged, with the approval of
the Public Service Commission, as they may deem necessary to govern
the control and operation of taxicabs and to enforce the same by such
penalties or forfeitures as they may [reasonable] reasonably
prescribe, including the suspension or revocation for reasonable cause
or causes, after investigation and hearing, of any license granted
under the provisions of this sub-title; any person, association or
corporation of interest who shall be dissatisfied with the action of
the County Commissioners for refusing to grant a license or for any
ruling, order or regulation hereunder shall have the right of an
appeal to the Circuit Court of Cecil County within thirty days from
such refusal, ruling or order; the decision of the Circuit Court shall
be appealable to the Court of Appeals of Maryland by either party,
providing such appeal is entered within twenty (20) days after the
judgment of the Circuit Court is rendered.
Sec. 2. And be it further enacted. That this Act shall take effect
June 1, 1961.

(House Bill 504)
AN ACT to repeal and re-enact with amendments, Sections 152 and
155 of the Code of Public Local Laws of Cecil County (1953
Edition), being Article 8 of the Code of Public Local Laws of Mary-
land, title "Cecil County", sub-title "Electrical Examiners", correct-
ing two errors in the local laws of Cecil County, relating to
electricians and the Board of Electrical Examiners.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 152 and 155 of the Code of Public Local Laws of Cecil
County (1953 Edition), being Article 8 of the Code of Public Local
Laws of Maryland, title "Cecil County", sub-title "Electrical Ex-
aminers", be and they are hereby repealed and re-enacted with amend-
ments to read as follows:
152. Each license and [removal] renewal of same shall be in force
and effect only so long as an approval bond filed with the said Board
in accordance with the provisions of this sub-title shall remain in full
force and effect, and every such license or renewal of same shall
become utterly void and of no effect should any such bond for any
reason whatsoever become inoperative or ineffective, regardless of
the regular date of expiration of said certificate of renewal.
155. Any person who shall practice or engage or continue in the
work of a Master Electrician without having complied with all the
provisions of this sub-title, and any person not licensed as Master
Electrician, who shall do or perform any such work except under the
direction of a Master Electrician, and any person having been
licensed as a Master Electrician and who shall fail to renew his
license as herein provided, and shall do or perform any such work,
or who shall violate any of the provisions of this sub-title, shall be
