CHAPTER 220

(Senate Bill 228)

AN ACT to authorize the State Roads Commission to conduct engi-
neering studies and surveys to determine proper sand dune ele-
vations, shore protection facilities, building set-back lines and
restrictions, type and method of soil stabilization of beach and
dunes, the locations and method of erecting sand fences and such
other things and acts as may be necessary to protect the Ocean
Highway between Ocean City, Maryland, and the Delaware line
from being damaged or destroyed by flood waters and to otherwise
protect the health, safety and general welfare of the people of the
State of Maryland and the residents of Worcester County and
others who enjoy the advantages of Maryland's ocean front and to
furnish such information to the County Commissioners of Wor-
cester County from time to time over a two year period and to pro-
vide for the defrayment of the costs thereof*; AND TO ADD
A NEW SECTION 68A TO ARTICLE 24 OF THE CODE OF
PUBLIC LOCAL LAWS OF MARYLAND (1930 EDITION),
TITLE "WORCESTER COUNTY", SUB-TITLE "COUNTY
COMMISSIONERS", TO FOLLOW IMMEDIATELY AFTER
SECTION 68 THEREOF, AUTHORIZING THE COUNTY COM-
MISSIONERS OF WORCESTER COUNTY TO MAKE PAR-
TIAL REIMBURSEMENT TO THE STATE ROADS COMMIS-
SION FOR THE ENGINEERING STUDIES AND SURVEYS
HEREIN REFERRED TO, AND PROVIDING FOR THE MAN-
NER AND THE PROCEDURE FOR SUCH REIMBURSEMENT.

Whereas, The Senator, the members of the House of Delegates
and the Board of County Commissioners of Worcester County have
advised that zoning regulations, building restrictions and regulations
and shore protection regulations are now being studied by a special
committee appointed by the Board of County Commissioners of such
County, and

Whereas, It will take considerable time for the committee to com-
plete its studies and recommendations, and

Whereas, It is estimated that it will be approximately 2 years be-
fore adequate building and zoning regulations can be established for
Worcester County, and

Whereas, The rapid growth and development of the ocean front
between Ocean City and the Delaware line dictates that certain engi-
neering studies and recommendations be made immediately and that
appropriate action be taken to insure that the continued and rapid
growth of the area be conducted in such manner and under such con-
ditions so as to provide adequate safeguards from flooding that may
cause damage to the highway and road system in the area and to pre-
vent possible personal and property damage, and
