or materials, any expenditures for rent or lease of grounds or build-
ings or for any consideration, other than those hereinafter exempted,
involving an expenditure of [five hundred dollars] one thousand
dollars
or more, by the county commissioners, or any other depart-
ment or subdepartment now established or which shall be estab-
lished in the future, or by any county officers embraced or not
embraced in a department or special commissions or boards, or by
any other authority operating under any sections of this Code, pro-
posals for the same shall be first advertised in two newspapers pub-
lished in the county having a general circulation therein, one of
which, if possible, shall be of opposite political faith from the com-
missioners or a majority of them, once a week for two successive
weeks, specifying therein the date by which proposals must be sub-
mitted, which date must be one on which the Commissioners regu-
larly meet; and the contract for doing such work or furnishing such
supplies or materials or systems, space, grounds, buildings, etc.,
shall be awarded by the commissioners as provided for in the fol-
lowing section and the mode and manner therein described; provided,
however, that repairs, replacements and additions to so-called
"Patented Products or Systems" may be exempted from the pro-
visions of this section at the discretion of the commissioners.

IN CONTRACTING FOR ANY PUBLIC WORK, THE PUR-
CHASE OF ANY SUPPLIES OR MATERIALS, ANY EXPENDI-
TURES FOR RENT OR LEASE OF GROUNDS OR BUILDINGS,
OR FOR ANY CONSIDERATION, OTHER THAN THOSE HERE-
INAFTER EXEMPTED, INVOLVING AN EXPENDITURE OF
ONE THOUSAND DOLLARS OR MORE, BY THE COUNTY
SANITARY COMMISSION OR ANY OTHER DEPARTMENT OR
SUBDEPARTMENT NOW ESTABLISHED OR WHICH SHALL BE
ESTABLISHED IN THE FUTURE, OR BY ANY COUNTY OFFI-
CERS EMBRACED OR NOT EMBRACED IN A DEPARTMENT
OR SPECIAL COMMISSIONS OR BOARDS, OR BY ANY OTHER
AUTHORITY OPERATING UNDER ANY SECTIONS OF THIS
CODE, PROPOSALS FOR THE SAME SHALL BE FIRST ADVER-
TISED IN TWO NEWSPAPERS PUBLISHED IN THE COUNTY
HAVING A GENERAL CIRCULATION THEREIN, ONE OF
WHICH, IF POSSIBLE, SHALL BE OF OPPOSITE POLITICAL
FAITH FROM THE COMMISSIONERS OR A MAJORITY OF

MODE AND MANNER THEREIN DESCRIBED. PROVIDED,
HOWEVER, THAT EMERGENCY REPAIRS TO WATER SYS-
TEMS, WATER TANKS, SEWERAGE SYSTEMS, OR ITS PROP-
ERTY AND REPAIRS, REPLACEMENTS AND ADDITIONS TO
SO-CALLED "PATENTED PRODUCTS OR SYSTEMS" MAY BE
EXEMPTED FROM THE PREVIOUS PROVISIONS OF THIS
SECTION AT THE DISCRETION OF THE ANNE ARUNDEL
COUNTY SANITARY COMMISSION BY (1) RECEIPT OF LET-
