TENT AS SUCH CONTRIBUTIONS ARE MADE FOR THE PRO-
FESSIONAL AND CLERICAL EMPLOYEES FOR OTHER
COUNTY PUBLIC LIBRARIES OF THIS STATE UNDER THE
TERMS AND PROVISIONS OF SECTION 116(6) OF THIS AR-
TICLE OR OTHER STATUTE RELATING TO SUCH CONTRI-
BUTIONS. CONTRIBUTIONS HEREUNDER SHALL BE MADE
TO THE RETIREMENT SYSTEM IN WHICH SUCH EMPLOY-
EES ARE MEMBERS.

198.   Aid for Enoch Pratt Free Library in Baltimore City and
libraries in Talbot and Washington counties.

The mayor and city council of Baltimore shall be entitled to benefits
under Section 182 (b) of this article for the purchase of books for
the Enoch Pratt Free Library in the same manner and to the same
extent as any county having a population of over 200,000 persons,
provided it meets the financial standard as provided in Section 182,
but the mayor and city council of Baltimore and the Enoch Pratt
Free Library, and the County Commissioners of Washington County
and the Washington County Free Library and the County Commis-
sioners of Talbot County and any public library of said county, and
the funds allotted to either of them hereunder shall be exempt from
the supervision of the State Superintendent of Schools and the divi-
sion of library extension; and the qualifications of the employees of
the Enoch Pratt Free Library shall be those which may be established
by the trustees of said library; and the Enoch Pratt Free Library
shall be the agency for the expenditure and administration of that
portion of funds or materials received from the federal government
which may be allocated to the mayor and city council of Baltimore
by the State Board of Education; and the Enoch Pratt Free Library
shall be exempt from the provisions of Sections 185 to [195,] 189,
inclusive, Section 190 (a) and Sections 191 to 195, inclusive, of this
article.

199. THE WASHINGTON COUNTY FREE LIBRARY SHALL
BE ENTITLED TO BENEFITS UNDER SECTION 182 OF THIS
ARTICLE FOR THE PURCHASE OF BOOKS FOR THE WASH-
INGTON COUNTY FREE LIBRARY PROVIDED THE ANNUAL
GRANTS FROM THE COUNTY COMMISSIONERS OF WASH-
INGTON COUNTY AND FROM THE MAYOR AND COUNCIL OF
HAGERSTOWN SHALL PRODUCE AN AGGREGATE ANNUAL
INCOME AVAILABLE FOR THE SUPPORT OF SAID INSTITU-
TION EQUAL TO OR EXCEEDING THE FINANCIAL STAND-
ARD AS PROVIDED IN SECTION 182 OF THIS SUBTITLE BUT
THE WASHINGTON COUNTY FREE LIBRARY AND THE
FUNDS ALLOCATED TO IT HEREUNDER SHALL BE EXEMPT
FROM THE SUPERVISION OF THE STATE SUPERINTEND-
ENT OF SCHOOLS AND THE DIVISION OF LIBRARY EXTEN-
SION; AND THE QUALIFICATIONS OF THE EMPLOYEES OF
