COUNTY BY THE STATE BOARD OF EDUCATION, AND WITH
THE EXCEPTION OF SECTION 190 (C) OF THIS ARTICLE, THE
WASHINGTON COUNTY FREE LIBRARY SHALL BE EXEMPT
FROM THE PROVISIONS OF SECTIONS 185 TO 195, INCLU-
SIVE, OF THIS ARTICLE.

200. THE DEPARTMENT OF PUBLIC LIBRARIES OF MONT-
GOMERY COUNTY SHALL BE ENTITLED TO THE BENEFITS
PROVIDED BY SECTION 182 OF THIS ARTICLE FOR THE
PURCHASE OF BOOKS, PROVIDED THAT THE COUNTY
COUNCIL FOR MONTGOMERY COUNTY SHALL APPROPRI-
ATE FOR THE SUPPORT OF SAID DEPARTMENT A SUM
EQUAL TO OR IN EXCESS OF THE AMOUNT SET FORTH IN
SECTION 182 (A) OF THIS ARTICLE, AND THE DEPARTMENT
OF PUBLIC LIBRARIES OF MONTGOMERY COUNTY AND THE
FUNDS ALLOCATED TO MONTGOMERY COUNTY HEREUN-
DER FOR SAID DEPARTMENT SHALL NOT BE SUBJECT TO
THE SUPERVISION OF THE STATE SUPERINTENDENT OF
SCHOOLS OR THE DIVISION OF LIBRARY EXTENSION; AND
THE QUALIFICATIONS OF THE EMPLOYEES OF THE DE-
PARTMENT OF PUBLIC LIBRARIES OF MONTGOMERY
COUNTY SHALL BE THOSE WHICH MAY BE ESTABLISHED
BY THE COUNTY PERSONNEL BOARD OF MONTGOMERY
COUNTY; AND THE DEPARTMENT OF PUBLIC LIBRARIES
OF MONTGOMERY COUNTY SHALL BE THE AGENCY FOR
THE EXPENDITURE AND ADMINISTRATION OF THE FUNDS
OR MATERIALS RECEIVED FROM THE FEDERAL GOVERN-
MENT FOR LIBRARY PURPOSES WHICH MAY BE ALLO-
CATED TO MONTGOMERY COUNTY BY THE PUBLIC BOARD
OF EDUCATION, AND THE DEPARTMENT OF PUBLIC LI-
BRARIES OF MONTGOMERY COUNTY SHALL BE EXEMPT
FROM THE PROVISIONS OF SECTIONS 178 TO 194, INCLUSIVE,
OF THIS ARTICLE, EXCEPT SECTION 190(C) AND AS OTHER-
WISE HEREINABOVE PROVIDED.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
