1738 Joint Resolutions
Whereas, prior to 1933 there was a millpond known as Trappe
Creek situated near Route 376 one mile east of Berlin in Worcester
County, Maryland; and
Whereas, said pond was in those days a popular spot for hook and
line fishing, swimming, and ice skating for both the old and the young;
and
Whereas, the hurricane of 1933 did totally demolish the dam that
held the water in Trappe Creek, leaving it dry, grossly unattractive,
and useless in every respect; and
Whereas, Reconstruction of a dam at this point would provide
water for irrigation and fire protection, serve as a mosquito control
measure, help the water level of the soil, increase property values, be
a forward step in game management or stocking with fresh water fish
and be consistent with the announced plans of the State of Maryland
to provide spots of scenic beauty and recreational areas for tourists
near the highway of this State; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Inland
Game and Fish Commission be authorized and directed to conduct a
survey and make a study of the feasibility of reconstruction of a dam
at Trappe Creek and that such survey determine and disclose the
following facts; (a) The effect upon the surface drainage of water
from affected farm lands; (b) The extent that any sources of pollution
might affect the bodies of water thereby created; (c) Whether it
would be most desirable and feasible to use such a pond as a bird
and wildfowl refuge, or as a spot for stocking fresh water fish; (d)
Estimate of cost of construction and the extent of Federal aid avail-
able, if any, toward same; and be it further
Resolved, That the Inland Game and Fish Commission in making
such survey and study be authorized to utilize the services of the
necessary technical personnel of the Water Pollution Commission, the
State Planning Department, the Worcester County Soil Conservation
District, and any other existing local, quasi-public and State agencies
that may be beneficial in making said survey; and that the Commis-
sion report the results of its study and its recommendations to the
Governor, the Legislative Council and the members of the General
Assembly not later than October 15, 1961.
