Whereas, the committee, as a result of its study, in reporting to
the Legislative Council, has made certain recommendations for the
improvement and further development and use of the State Park
System for the citizens of Maryland; now, therefore, be it
Resolved, by the General Assembly of Maryland, That the Depart-
ment of Forests and Parks in requested to prepare a comprehensive
Master Plan in conjunction and cooperation with the State Planning
Department. That the said Master Plan shall set forth principles
and policies governing the location, size and development of State
Parks and in general establish criteria for a system of State Parks
as well as for the individual parks. The said Master Plan shall
establish a workable and logical program of priorities for land
acquisition, development, and construction for a park system. That,
for the development of a Master Plan, the Department of Forests
and Parks shall make available any and all data, material, or
information in its possession concerning the current Forests and
Parks Systems of the State, including its staff personnel, and further
that for preparation of said Master Plan, competent consultant or
consultants recommended by the Department of Forests and Parks
with concurrence of the State Planning Department be retained by
the Board of Public Works; and be it further
Resolved by the General Assembly of Maryland, That the Governor
be requested to appoint a Committee of the Directors of the Depart-
ment of Forests and Parks, the State Planning Department, and the
Department of Budget and Procurement, or their designated repre-
sentatives, plus one or more members of the Legislative Council Sub-
committee on Parks, whose duty it shall be to meet with personnel of
the Department of Forests and Parks assigned to the Master Plan
project and, with the consultant or consultants retained, in order to
supervise and assist in the development of the Master Plan; and be
it further
Resolved, That such a Master Plan shall be completed and sub-
mitted to the Legislative Council in a presentable form by October 1,
1961; and be it further
Resolved, That the Study Committee appointed by the Legislative
Council be continued in order to further report its findings on the
Park System to the 1962 Session of the General Assembly; and be it
further
Resolved, That the Department of Forests and Parks shall be re-
quested to discontinue the practice of charging the public for entrance
to or parking in those areas which do not provide swimming facilities.
