J. MILLARD TAWES, GOVERNOR                              1725

TWO (2) MEMBERS OF THE HOUSE OF DELEGATES. The
Governor shall appoint the chairman of the commission from the
above group THOSE PERSONS HE DEEMS BEST QUALIFIED
TO CONDUCT THIS STUDY WITHIN THE MEANING AND IN-
TENT OF THIS RESOLUTION. THE GOVERNOR SHALL AP-
POINT A CHAIRMAN OF THE COMMISSION FROM THOSE
PERSONS HE SELECTS; and be it further

Resolved, That sufficient funds be made available from the Gover-
nor's emergency fund to enable this commission to employ a pro-
fessional consultant and staff assistance; and be it further

Resolved, That this commission be charged with the responsibility
of evaluating plans for the expansion of public higher education,
INCLUDING THOSE which have been advanced by the Commission
to Study the Problem of the Expansion of the University of Maryland,
the State Board of Education, and the sponsors of House Bill 206
and House Bill 482 AND HOUSE JOINT RESOLUTION 31.
Following this evaluation, the commission is urged to submit to the
Legislative Council, no later than October 1, 1961, a plan for expand-
ing present facilities and programs for public higher education in
Maryland.

(House Joint Resolution 33)

House Joint Resolution requesting the Secretaries of Defense and
the Maryland Congressional delegation to review the adminis-
trative procedures used in acquiring easements of air rights from
private property owners adjacent to Andrews Air Force Base,
Prince George's County, Maryland.

Whereas, The Department of the Air Force is engaged in ac-
quiring air rights from private property owners adjacent to Andrews
Air Force Base, Prince George's County, Maryland, in connection
with extension of existing runways and/or construction of new run-
ways; and

Whereas, A large number of property owners are of the opinion
that they are being dealt with in an unfair manner by the Depart-
ment of the Air Force in that (1) grossly inadequate compensation
has been offered for the depreciation of property values and (2) no
provision has been made for the taking of the property in fee sim-
ple; and

Whereas, the Federal Housing Administration has recognized the
depreciation of property values caused by the extension of existing
runways and/or construction of new runways at Andrews Air Force
Base by reducing housing loan insurance appraisals and/or denying
housing loan insurance applications in the affected area; now, there-
fore, be it
