House Joint Resolution requesting the Governor of Maryland to
appoint a Commission for the Expansion of Public Higher Educa-
tion in Maryland.

Whereas, there is general agreement that facilities and programs
for public higher education in Maryland require immediate expansion
because of rapidly increasing enrollments; and

Whereas, several divergent findings and points of view have been
expressed on this subject; and

Whereas, the Governor of Maryland referred the Report of the
Commission to Study the Problem of Expansion of the University of
Maryland to the Legislative Council for study; and

Whereas, the Legislative Council voted to delay legislative action
on these recommendations for at least a year to permit time for
additional study; and

Whereas, Colonel Edwin Warfield, III, Chairman of the Commis-
sion to Study the Problem of Expansion of the University of Mary-
land, has recommended that a new commission be appointed to study
the divergent views on this subject; and

Whereas, House Bills 206 and 482 AND HOUSE JOINT RESOLU-
TION 31 propose solutions to this problem which differ from those
advanced by the Warfield Commission and the State Board of
Education; now therefore be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland be requested to appoint a commission to study the several
recommendations for the expansion of public higher education in
Maryland which shall be composed of: the Chairman of the Board of
Regents of the University of Maryland, the President of the Uni-
versity of Maryland, the President of the State Board of Education,
the State Superintendent of Schools, and eleven (11) other members
to be appointed by the Governor, Provided, however, that included
among these eleven (11) appointees shall be the president of a state
teachers college, the President of Morgan State College, a president of
a private institution of higher learning, a dean of a Maryland public
junior college, a member of the Senate of Maryland, OF and a member
of the House of Delegates AND THE PRESIDENT OF MORGAN
STATE COLLEGE, OR THE DULY DESIGNATED NOMINEES
OF ANY OF THESE FIVE (5) EX OFFICIO MEMBERS, AND
TEN (10) OTHER MEMBERS TO BE APPOINTED BY THE
GOVERNOR, AMONG WHOM SHALL BE AT LEAST TWO (2)
MEMBERS OF THE SENATE OF MARYLAND AND AT LEAST
