Mr. Finan is a native of Allegany County and for years has been
a leading member of the Bar of his County and of the State. He is
completing two years of outstanding public service as Secretary of
State of Maryland. Prior to that time he had served as City Solicitor
for the City of Cumberland and also compiled a notable record in
World War II.
Through his abilities and his career to date, Mr. Finan gives prom-
ise of being an outstanding Attorney General. The members of the
General Assembly wish him every success and happiness in his new
position; now therefore, be it
Resolved by the General Assembly of Maryland, That the sincere
congratulations and best wishes of this body be expressed to the
Honorable Thomas B. Finan of Allegany County upon the occasion
of his appointment to the office of Attorney General of Maryland;
and be it further
Resolved, That the General Assembly also commends Governor J.
Millard Tawes for the outstanding character of this appointment.

(House Joint Resolution 13)
House Joint Resolution congratulating the Honorable C. Ferdinand
Sybert upon his appointment as Associate Judge of the Court of
Appeals of Maryland.
The members of the General Assembly of Maryland have learned
with much pleasure of the appointment of the Honorable C. Ferdi-
nand Sybert of Howard County to an Associate Judgeship on the
Court of Appeals of Maryland.
Mr. Sybert, an illustrious son of Howard County, wherein he has
lived since the fifth year of his life, received his early education at
Loyola High School and was awarded his A.B. Degree from Loyola
College. He was graduated from the University of Maryland Law
School with an LL.B Degree and in 1925 was admitted to the Mary-
land Bar. Immediately thereafter he associated himself in the prac-
tice of law in Howard County with the late State Senator Joseph
L. Donovan.
In 1934 he was elected State's Attorney for Howard County in
which office he served for twelve (12) years, having been thrice
elected to three successive terms.
In 1946 Mr. Sybert was elected to the Maryland House of Dele-
gates from Howard County, was given the unprecedented honor at
the beginning of his first term of being elected Speaker and served
in that capacity for four years. He was then, in 1950, elected by
the citizens of Howard County as their State Senator and for another
four years was a member of the Maryland General Assembly.
