(House Joint Resolution 11)
Resolution congratulating the Honorable Lloyd L. Simpkins upon
his appointment as Secretary of State of Maryland.
Every member of the General Assembly of Maryland has learned
with pleasure of the appointment of the Honorable Lloyd L. Simp-
kins to the position of Secretary of State of Maryland.
Mr. Simpkins is a former member of this House, having been
elected from Somerset County and having served from the year 1951
through the year 1958. During the second of his two terms he was
Chairman of the important House Judiciary Committee.
In 1959 and 1960, he served as Executive Assistant to the Hon-
orable J. Millard Tawes, Governor of Maryland.
The members of the Legislature respect him for his intelligence
and integrity in public affairs, for the courage and candor of his
public life, for the friendliness and cordiality of his relationships
with the members of the General Assembly, and for the humility of
his dedication to public trust.
In extending our congratulations to him, we wish also to commend
Governor Tawes for the wisdom of his choice; now, therefore, be it
Resolved by the General Assembly of Maryland, That this body
heartily congratulates the Honorable Lloyd L. Simpkins of Somerset
County upon his appointment and expresses also a sincere word of
appreciation to Governor J. Millard Tawes for such a wise and proper
appointment.

House Joint Resolution congratulating the Honorable Thomas B.
Finan of Allegany County upon his appointment as Attorney
General of Maryland.
The members of the General Assembly of Maryland wish to con-
gratulate the Honorable Thomas B. Finan of Allegany County at the
time of his assuming by appointment the very responsible duties of
the office of Attorney General of Maryland.
