Whereas, In its Fifth Report to the Legislative Council the Com-
mittee on the Potomac River repeated its call for speedy completion
of the comprehensive survey of the Potomac River Basin under
preparation by the U. S. Army Corps of Engineers since 1956. The
Report of the Committee noted that completion of the study is ex-
pected in fiscal year 1962, and urged that the Congress provide
funds adequate to cause a prompt completion of the survey report,
and

Whereas, The Committee has in its reports stressed the neces-
sity of comprehensiveness of the report on the river, and noted that
the Congress has generally adhered to this concept. The Committee
has called attention to the larger problems that may arise when the
report and its recommendations are presented to Congress. In this
regard the Committee has expressed the belief that the results of
the survey could be reported earlier than fiscal year 1962 upon a
request for this from the Congress, together with cost estimates to
implement the Corps' recommendations, and

Whereas, The Committee continues to be aware of the present
polluted condition of the Potomac River and again urges on Con-
gress the necessity of providing greater funds for water pollution
controls on the inter-state river basins such as the Potomac, where
the magnitude of the problem of providing clean waters overwhelms
the abilities of the interested states to cope with the problem, and

Whereas, The Committee believes further that each of the re-
spective states comprising the Potomac River Basin should realize
their local responsibilities for pollution controls for the Potomac,
and to this end the Committee urges the State of Maryland to pro-
vide increased State aid for the construction of sewerage facilities,
now, therefore, be it

Resolved by the General Assembly of Maryland, That we urge the
Congress of the United States to provide adequate funds for the
survey of the Potomac River by the U. S. Army Corps of Engineers,
and we further urge the Congress to direct the completion and re-
porting of the recommendations of the survey, with cost estimates
for any recommendations, at the earliest possible date, and be it
further

Resolved, That we urge Congress to provide greater funds for
water pollution controls on the inter-state river basins of the United
States, and we urge the State of Maryland to provide increased
State aids for construction of local sewerage facilities, and be it
further

Resolved, That the Legislative Council is urged to reappoint the
Special Committee on the Potomac River, and be it further

Resolved, That copies of this Joint Resolution be sent to Senators
Beall and Butler, and to Representatives Brewster, Fallon, Friedel,
Garmatz, Johnson, Lankford and Mathias.
