1702 Joint Resolutions
Whereas, if such acquisition of Maryland real estate by diplomatic
missions of foreign nations having favorable treaty relations with the
United States continues, it will ultimately place a heavy burden upon
the adjoining real property owners within the state or political sub-
division to make up the tax deficit; and
Whereas, while the State of Maryland and its political subdivi-
sions will continue to cooperate with the Government of the United
States, it is the sense of this Legislature that the State of Maryland
and its political subdivisions should not be asked nor be expected to
continue to assume additional burdens which have been created by
the Government of the United States in the exercise of its delegated
powers to conduct foreign affairs when the burden rightfully belongs
to the entire body politic of Maryland's forty-nine sister states; now,
therefore,
BE IT RESOLVED, BY THE GENERAL ASSEMBLY OF
MARYLAND, THAT THE CONGRESS OF THE UNITED STATES
BE MEMORIALIZED OF THE SENSE OF THIS JOINT RESOLU-
TION AND THE NEED FOR ALLEVIATION OF THE LOSS OF
REVENUE SUSTAINED BY THE STATE OF MARYLAND AND
ITS POLITICAL SUBDIVISIONS DUE TO TAX EXEMPTIONS
GRANTED REPRESENTATIVES OF FOREIGN GOVERN-
MENTS BY REASON OF OBLIGATIONS IMPOSED BY TREA-
TIES AND AGREEMENTS OF THE GOVERNMENT OF THE
UNITED STATES; AND
Be it FURTHER resolved, by the General Assembly of Maryland,
That the Congress of the United States be requested to make pro-
vision by law for compensating payments to the State of Maryland
and to any of its political subdivisions which grant tax exemptions
to members and representatives of the diplomatic corps; and
Be it further resolved, That the Secretary of State of Maryland be
directed to send copies of the THIS Joint Resolution under the Great
Seal of the State of Maryland, to the Vice-President of the United
States as President of the Senate of the United States, the Speaker
of the House of Representatives of the Untied States, and each mem-
ber of the Maryland Delegation in the Congress of the United States.
Approved February 27, 1961.
