Sec. 4 5. And be it further enacted, That nothing in this Act shall
be construed or applied to increase or diminish the salary or com-
pensation of any public officer during the term of off ice in which he
is serving on the effective date of this Act; but any such increase or
diminution shall take effect at the beginning of the term of office
which commences next after the effective date of this Act.
SEC. 6. AND BE IT FURTHER ENACTED, THAT THE PRO-
VISIONS OF THIS ACT ARE HEREBY DECLARED TO BE
SEVERABLE, AND IN CASE IT BE JUDICIALLY DETERMINED
THAT ANY PROVISION OF THIS ACT, OR THE APPLICATION
THEREOF TO ANY PERSON OR CIRCUMSTANCES IS IN-
VALID, UNCONSTITUTIONAL OR INOPERATIVE, THE RE-
MAINING PROVISIONS AND THE APPLICATION OF SUCH
PROVISIONS TO OTHER PERSONS OR CIRCUMSTANCES
SHALL NOT BE AFFECTED THEREBY, IT BEING THE LEGIS-
LATIVE INTENT THAT THE REMAINING PROVISIONS OF
THIS ACT, SHALL BE EFFECTIVE NOTWITHSTANDING ANY
SUCH INVALIDITY.
Sec. 5 7. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 143)
AN ACT to repeal Section 713 (e) of Article 66C of the Annotated
Code of Maryland (1957 Edition and 1960 Supplement), title
"Natural Resources", sub-title "Oysters and Clams", Section 713 (e)
having been amended by both Chapters 828 and 829 of the Acts of
1959, and to enact a new Section 713 (e) in lieu thereof, to stand
in the place of the section repealed, to remove a restriction on the
length of conveyors on boats or rigs taking soft shell clams in this
State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 713(e) of Article 66C of the Annotated Code of Mary-
land (1957 Edition and 1960 Supplement), title "Natural Resources",
sub-title "Oysters and Clams", be and it is hereby repealed, said sec-
tion having been amended by both Chapters 828 and 829 of the Acts of
1959, and that new Section 713 (e) be and it is hereby enacted in lieu
thereof, to stand in the place of the section repealed, and to read as
follows:
713(e) Measurements of rig; mufflers; modification of boats and
rigs.—Each boat or rig shall have but one conveyor or elevator for
