and three members for a term expiring on the first Monday of May,
1967;
AND IN THE EVENT OF A VACANCY CAUSED BY
DEATH, RESIGNATION, OR OTHERWISE, THE GOVERNOR
IS AUTHORIZED TO APPOINT A QUALIFIED PERSON TO
FILL THE VACANCY IN ACCORDANCE WITH SECTION 11
OF ARTICLE 2 OF THE CONSTITUTION OF MARYLAND.
No Board member shall serve more than two full terms. The Board
shall not have any elected or appointed state, county or munici-
pal public official or employee appointed thereto. The Board shall
biennially elect its own Chairman and Vice-Chairman. The Board
shall be furnished with necessary secretarial services by the Depart-
ments.

1D (Commissioner of the State Department of Health)The
Governor shall, upon recommendation of the Board, appoint a Com-
missioner of the State Department of Health, hereafter known as
the Commissioner of Health, who shall be an experienced physician
skilled in public health and who shall be certified by the American
Board of Preventive Medicine, except that. Dr. Perry H.
F. Prather
shall become the Commissioner and shall continue in office as long
as he performs his duties in a competent manner. The Commissioner
of Health shall receive such salary as may be provided in the budget,
and he shall continue in office until removed by the Governor for
incompetency or misconduct, under the provisions of Section 15 of
Article II of the Constitution. The Commissioners
COMMISSIONER
of Health shall be responsible for discharging the functions assigned
by the Board of Health and Mental Hygiene to the State Department
of Health, and for the administration of that Department.

The Commissioner of Health shall organize the Department of
Health as may be necessary to carry out the responsibilities and func-
tions of the Department. The Commissioner of Health shall have
such assistants, employees and professional consultants as may be
provided in the budget.

1E (Commissioner of the State Department of Mental Hygiene)
The Governor shall, upon recommendation of the Board, appoint a
Commissioner of the State Department of Mental Hygiene, hereafter
known as the Commissioner of Mental Hygiene, who shall be an
experienced psychiatrist, skilled in the administration of mental
hygiene, and who shall be certified in psychiatry by the American
Board of Psychiatry, and
AND NEUROLOGY. Dr. Isadore Tuerk
shall become the Commissioner and shall serve in that capacity as
long as he performs his duties in a competent manner. The Commis-
sioner of Mental Hygiene shall receive such salary as may be provided
in the budget, and he shall continue in office until removed by the
Governor for incompetency or misconduct, under the provisions of
Section 15 of Article II of the Constitution. The Commissioner of
Mental Hygiene shall be responsible for discharging the functions
assigned by the Board of Health and Mental Hygiene to the State
Department of Mental Hygiene, and for the administration of that
Department.

The Commissioner of Mental Hygiene shall organize the Depart-
