The Commissioner of Mental Hygiene shall appoint, with the ap-
proval of the Board of Health and Mental Hygiene, a Superintendent
of Spring Grove State Hospital, Springfield State Hospital, The
Eastern Shore State Hospital, Crownsville State Hospital, Rosewood
State Training School and the Clifton T. Perkins State Hospital, as
well as any additional hospitals which may come within his adminis-
trative jurisdiction.
1F (Power and Duties of Board)—The jurisdiction, powers and
duties of the Board herein created are as follows:
a. To establish general policy for the environmental, physical and
mental health services of the State and its subdivisions.
b. To fully discharge the powers conferred upon them by the pro-
visions of this Article.
c. To give general supervision to the administration of the health
laws of Maryland and each county and city thereof.
d. To formulate and promulgate, with and on the advice of the
Commissioners of Health and Mental Hygiene, rules, regulations,
and standards for the purpose of promoting and guiding the develop-
ment of the environmental, physical and mental hygiene services of
the State and its subdivisions. To enforce rules and regulations
promulgated by the State Board of Health and Mental Hygiene.
e. To establish policy and supervise FOR the operations of the De-
partments of Health and Mental Hygiene to the degree necessary to
discharge their responsibilities, and to assign and reassign functions,
with the advice of the Commissioners of Health and Mental Hygiene,
to the respective departments.
1G (Advisory Councils)—The Board of Health and Mental Hy-
giene shall from time to time appoint such advisory councils as it
deems necessary for the efficient operation of the program within
its jurisdiction or control and assigns appropriate functions to them.
1H—From and after July 1, 1961, all rights, powers, duties, obli-
gations and functions heretofore conferred upon or exercised by the
State Board of Health, State Department of Health and the Depart-
ment of Mental Hygiene AND THE MENTAL HYGIENE ADVI-
SORY BOARD shall be transferred to and be exercised and per-
formed by the State Board of Health and Mental Hygiene AND SUCH
ADVISORY COUNCILS AS ARE AUTHORIZED IN SECTION 1G
OF THIS ARTICLE, which shall also have, exercise and perform
such other rights, powers, duties, obligations and functions as may
now or hereafter be conferred by law. From and after July 1,1961,
the term "State Board of Health" or "Department of Mental Hy-
giene", OR MENTAL HYGIENE ADVISORY BOARD, as used in
this Article or in any part of this Code, or in any other laws, resolu-
tions, ordinances or regulations of this State, or any department,
agency or political subdivision thereof shall be deemed to mean "State
Board of Health and Mental Hygiene", unless, however, such con-
struction would be unreasonable.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1961.
