Public Accountancy

(a) The Maryland Board of Examiners of Public Accountants is
continued under the name Maryland State Board of Public
Accountancy. It shall consist of five members appointed by the
Governor. All members shall be citizens of the United States and
residents of this State. Three members shall be Maryland certified
public accountants currently enrolled under Section 10 of this Article
to practice as such, each of whom shall hold office for a term of three
years. The other two members shall consist of an attorney-at-law
practicing and in good standing in the Courts of Maryland, who
shall hold office for a term of three years; and an economist ap-
pointed from a list of three (3) names submitted to the Governor
by the president of Johns Hopkins University who shall hold
office for a term of two years. Neither the attorney-at-law nor the
economist member shall be a certified public accountant.
(b) The members of the Board in office on July 1,1961, shall con-
tinue in office during the remainder of the respective terms for which
they were appointed. Upon the expiration of each of said terms and
of each subsequent term, the successor of such members shall be
appointed for the terms specified in subsection (a) of this section
for the accountant, attorney-at-law and economist members, respec-
tively.
(c) Vacancies occurring during a term shall be filled by appoint-
ment for the unexpired term. Upon the expiration of his term of
office a member shall continue to serve until his successor shall have
been appointed and shall have qualified. The Governor shall remove
from the Board any member who shall cease to be qualified under
the requirements stated in subsection (a) above, and may remove
any member for a sufficient cause on written notice containing
charges and specifications and after a reasonable opportunity for a
hearing thereon.
(d) The Board may elect from its members a chairman, a sec-
retary and a treasurer (or a secretary-treasurer), to hold office
during the Board's pleasure. The Board may adopt and amend from
time to time regulations for the orderly conduct of its affairs and
for the administration of this article. A majority of the Board shall
constitute a quorum for the transaction of business. The Board shall
have a seal which shall be judicially noticed. The Board shall keep
records of its proceedings, and in any proceeding in court, civil
or criminal, copies of said records certified as correct under the
seal of the Board shall be admissible in evidence as tending to prove
the content of said records. The Board may employ such personnel
and arrange for such assistance as it may require for the perform-
ance of its duties.
(e) Each member, officer, assistant and employee of the Board
shall be paid such compensation as may be allowed from time to time
in the State budget, and shall be reimbursed for his actual and neces-
sary expenses incurred by authority of the Board in the discharge
of his official duties.
(f) All fees and other monies received by the Board pursuant
to any of the provisions of this article shall be deposited with the
