Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 104 (h) be and it is hereby added to Article 52 of
the Annotated Code of Maryland (1957 Edition), title "Justices of
the Peace", sub-title "Trial Magistrates System", to follow imme-
diately after Section 104 (g) thereof, and to read as follows:
104 (h). In Baltimore County, in any criminal case before a jus-
tice of the peace or trial magistrate, except those cases involving
State or County motor vehicle laws, the costs shall be $8.00; and oil
such costs collected shall be paid to Baltimore County, Maryland, by
remitting the same monthly to the Director of Finance for Baltimore
County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 152
(Senate Bill 301)
AN ACT to repeal and re-enact, with amendments, Section 4 of
Article 64A of the Annotated Code of Maryland (1957 Edition),
title "Merit System", amending the law concerning the several
positions and places which are not included in the classified service
of the State in order to change the description of those employees
of the State Library who are not so included.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4 of Article 64A of the Annotated Code of Maryland
(1957 Edition), title "Merit System", be and it is hereby repealed
and re-enacted with amendments to read as follows:
4. The following positions and places shall not be included in the
classified service, namely: All employees of the State Board of Hair-
dressers and Beauty Culturists, including the secretary, chief in-
spector, inspectors and investigators, but not including the principal
clerk, the senior stenographer, the typist, and the two clerks; the
credential secretary and statistician of the State Department of Edu-
cation; the special attorney for the State Accident Fund attached to
the Attorney General's office and employed by the Workmen's Com-
pensation Commission; the assistant wardens, assistant deputy
wardens, chaplains and consulting physicians employed by the Mary-
land House of Correction; the physicians employed by the State
Insurance Department; [the custodian of works of reference and
indexers and cataloguers employed by the State Librarian;] all
employees of the State Library; the physicians on the staff of the
State Teachers' Colleges COLLEGE at Towson; the assistant war-
