laws of any agency or political subdivision of the State of any Board,
body, or group, are hereby repealed to the extent of their in-
consistency.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to add new Section 17-11.1 to the Code of Public Local
Laws of Anne Arundel County (1957 Edition, being Article 2 of
the Code of Public Local Laws of Maryland), title "Anne Arundel
County", sub-title "Roads, Streets and Sidewalks", providing gen-
erally for the construction of curbs, gutters and sidewalks in the
Third and Fifth Election Districts of Anne Arundel County, and
the method of determining the need for the same and the cost
thereof, and providing for payment of the same and related mat-
ters.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 17-11.1 be and it is hereby added to the Code of
Public Local Laws of Anne Arundel County (1957 Edition, being
Article 2 of the Code of Public Local Laws of Maryland), title
"Anne Arundel County", sub-title "Roads, Streets and Sidewalks",
to read as follows:
17-11.1
In the Third and Fifth Election Districts of Anne Arundel County
whenever the owners of property abutting upon any public road
or street may desire to have the same improved by curbs, gutters,
and/or sidewalks along the same to an extent beyond that contem-
plated by the county, then if the owners of not less than two-thirds
of the lineal feet of property abutting on such road or street shall
petition the county commissioners for such improvement and de-
posit with the county a sufficient sum of money, the same to be de-
termined by the county, to cover the cost of necessary surveys and
other necessary expenses of preliminary examination, it shall be the
duty of the county commissioners to appoint three examiners: One
to be selected by the petitioners; one to be a member of the county
commissioners; and the other the county business manager—to ex-
amine into and report upon the need for such improvement and the
cost thereof; and if the county commissioners shall determine, after
such report thereon, that such improvements should be made, they
shall direct the expenditures for such improvements to be paid out
