all the non-agricultural AND FORESTRY natural resources of the
State and aid the agencies of Maryland responsible for managing
those resources. Toward these objectives:
(1) The Institute shall advance knowledge of the resources of
Maryland and their best uses. Emphasis shall be upon the tidewater
and inland resources and organisms, including forests, fish and wild-
life, and the surface water of the State. A program of research and
study shall be maintained in cooperation with the agencies of the
Board of Natural Resources, other units in the University of Mary-
land, and appropriate State, Federal, public and private agencies and
institutions.
(2) The Institute shall support and participate in the education of
the public and of individuals in the problems and potentials of natural
resources.
(3) The Institute shall aid in the training of students and special-
ists for future service in the field of natural resources.
(4) The staff of the Institute is hereby authorized to collect IN
ACCORDANCE WITH THE EXISTING LAW such animals, plants,
and other samples, and to use such collecting devices, techniques, and
seasons as are necessary for and pertinent to the research and edu-
cational program.
20. The Natural Resources Institute, as a department of the
University of Maryland, shall be under the supervision, direction and
control of the Board of Regents of the University of Maryland. Said
Board shall appoint a competent Director of the Institute who shall
have special training and experience in investigating problems in the
field of natural resources and the handling of educational matters,
and be a graduate of an accredited college. Said Board shall also ap-
point an assistant in charge of educational work who shall be a grad-
uate of an accredited college and who shall have a broad knowledge
of conservation. Said Board shall likewise appoint such assistants,
biologists and other employees as may be necessary, as provided in
the budget. The present Director of the Department of Research and
Education shall be appointed as the first Director of the Institute. All
employees of the Department of Research and Education are hereby
transferred to the University of Maryland and those now included
within the classified service of the State shall remain in and continue
to be a part of the classified service, and the University shall not
designate them, or any of them, as anything other than part of the
classified service, except that academic rank and faculty status shall
MAY be assigned to the Director and qualified professional staff mem-
bers.
21. Whenever the terms "Department of Research and Education"
and "Director of the Department of Research and Education" appear
in this Article or elsewhere in the laws of this State, they shall be
deemed to refer to the Natural Resources Institute of the University
of Maryland and to the Director of the Natural Resources Institute
of the University of Maryland respectively. The Director of the
Institute shall serve, ex officio, as a member of the Board of Natural
Resources and of the Water Pollution Control Commission.
Sec. 2. And be it further enacted, That all acts and parts of acts
inconsistent with any of the provisions of this Act, or regulations or
