by the County Council of Montgomery County. The County Council
for Montgomery County shall provide such additional clerical help
as may be necessary to carry out the administrative work of said
court [courts] and its branches at salaries to be fixed by said County
Council for Montgomery County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1961.

AN ACT to repeal Sections 18, 19, 20 and 21 of Article 66C of the
Annotated Code of Maryland (1957 Edition), title "Natural Re-
sources", sub-title "Department of Research and Education", and
to repeal said sub-title and to enact in lieu thereof a new sub-title
to be known as "Natural Resources Institute" and four new sections
to be known as Sections 18, 19, 20 and 21 of said Article to follow
immediately after Section 17 thereof, providing for the creation of
a Natural Resources Institute of the University of Maryland to
supersede the present Department and Commission of Research and
Education; defining the powers and duties thereof and providing
for a director and employees therefor, and relating generally to the
creation and responsibilities of said Institute.
Section 1. Be it enacted by the General Assembly of Maryland,
That the sub-title "Department of Research and Education", and Sec-
tions 18,19, 20 and 21 of Article 66C of the Annotated Code of Mary-
land (1957 Edition), title "Natural Resources", be and the same are
hereby repealed; and that a new sub-title to be known as "Natural
Resources Institute" and four new sections 18, 19, 20 and 21 are
hereby enacted in lieu thereof and to read as follows:
NATURAL RESOURCES INSTITUTE
18. The Natural Resources Institute is hereby created as a depart-
ment of the University of Maryland to supersede the present Depart-
ment and Commission of Research and Education. All property and
assets of the superseded Department and Commission, including any
and all credits in the State budget and in any supplementary appro-
priation bill, together with all the liabilities and obligations thereof,
are devolved upon and vested in the Board of Regents of the University
of Maryland.
19. The Natural Resources Institute shall exercise the present
functions of the Department of Research and Education, and shall
conduct a comprehensive research and educational program covering
