Edition), being Article 14 of the Code of Public Local Laws of Mary-
land, title "Howard County", sub-title "Metropolitan Commission", be
and the same is hereby repealed and re-enacted, with amendments, to
read as follows:

131. BIDS; CONTRACTS.

Whenever the plans and specifications for water supply, sewerage
or drainage systems for any sub-district shall have been completed
and the Commission shall have decided after opportunity for a hear-
ing has been given to proceed with the construction thereof, it shall
advertise, by notice in one newspaper published in Howard County
and such newspapers and technical press as it may deem proper, for
bids for the construction of said system or systems, in part or as a
whole, as in its judgment may appear advisable. The contract shall
be let to the lowest responsible bidder, or the Commission may reject
any and all bids, and if in its discretion the prices quoted are unrea-
sonable or unbalanced, it may readvertise the work or any part of
it or may do any part or all of the work by day labor; provided that
at any time the Commission may, in its discretion, expend by day
labor for construction work an amount not exceeding [One Thousand
Dollars ($1,000.00)] Three Thousand Dollars ($3,000.00) without
advertising or receiving bids. All such contracts shall be protected
by such bonds, penalties and conditions as the Commission may
require, all of which shall be enforced in any court having juris-
diction.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1961.

CHAPTER 774
(House Bill 720)

AN ACT to add a new Section 8-26.1 to the Montgomery County Code
(1955, being Article 16 of the Public Local Laws of Maryland), title
"Montgomery County", sub-title "Part 2 General Laws", sub-head-
ing "Courts", to follow immediately after Section 8-26 thereof, pro-
viding for the duties of the clerk of the circuit court of Montgomery
County in indexing the land records of that county, and relating
to the land records and indexes in Montgomery County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 8-26.1 be and it is hereby added to the Montgomery
County Code (1955, being Article 16 of the Public Local Laws of
Maryland), title "Montgomery County", sub-title "Part 2 General
Laws", sub-heading "Courts", to follow immediately after Section
8-26 thereof, to read as follows:
