to and of a water system [or], a sewage system or a surface water
drainage system as are deemed necessary by the District to place or
maintain such a system in proper condition for the safe, efficient and
economic operation thereof or to meet requirements for service in
areas in a subdistrict which may be served by the District [and]
or in which no existing service is being rendered.

[(j)] (k) The word "cost" as applied to a water system [or], a
sewerage system or a surface water drainage system [shall] may
include all or any of the following: the purchase price of any such
system or the cost of acquiring all of the capital stock of the corpora-
tion owning such system and the amount to be paid to discharge all
of its obligations in order to vest title to the system or any part
thereof in the District, the cost of constructing any such system, the
cost of improvements, the cost of all lands, properties, rights, ease-
ments, franchises, and permits acquired; the cost of all machinery
and equipment, financing charges, interest on bonds prior to and
during initial construction or construction of improvements and for
not more than one year after completion of construction, the amount
of any contribution made by the District pursuant to Section 532(1)
of this sub-title, the cost of engineering and legal services, plans,
specifications, surveys, estimates of cost and of revenues, other ex-
penses [,] necessary or incident to the determining of the feasibility
or practicability of any such acquisition, improvement [,] or con-
struction, administrative expenses as may be necessary or incident
to the financing herein authorized, to the acquisition, improvement
[,] or construction of a water system [or], a sewerage system or a
surface water drainage system and the placing of the same in
operation by the District. Any obligation or expense incurred by the
District prior to the issuance of [revenue] any bonds under the pro-
visions of this sub-title for engineering studies and for estimates of
cost and of revenues and for other technical or professional services
which may be utilized or be deemed necessary in the acquisition, im-
provement or construction of any such system, may be regarded as
part of the cost of any such system or of any project.

[(k)] (l) The term "Federal agency" shall mean and include the
United States of America, any department or bureau thereof, and
any agency or instrumentality of the United States of America here-
tofore established or which may be established or created hereafter.

[(1)] (m) The term "project" shall mean any water system,
[sewer] sewerage system or surface water drainage system and any
combination or part or parts thereof , including improvements there-
to, owned, constructed or operated by [a] the District under the
provisions of this sub-title.

(n) The word "subdistrict" refers to any one or more suitably
identified areas or localities in which the District may exercise its
powers and duties and which are located within the boundaries of
the District, as initially or from time to time determined pursuant
to Section 529 (b) of this sub-title, and also established or, from time
to time, altered in the manner prescribed by Section 530(b) hereof.

Sec. 2. And be it further enacted, That Sections 529 and 530 of
the Code of Public Local Laws of Washington County (1957 Edition),
being Article 22 of the Code of Public Local Laws of Maryland, title
"Washington County", sub-title "Sanitary Districts", as said Sec-
