other evidences of indebtedness or obligations, whether secured by a
pledge of the full faith and credit of the County or payable solely
from the revenues of any water system or sewerage system, as herein
defined, which [each] said District is authorized to issue pursuant
to [Section 536] Sections 534 and 535 of this sub-title.
(e) The term ["governing body"] County [as applied to any
county] shall mean [the body or Board authorized by law to enact
ordinances or adopt resolutions for the particular County] the
political subdivision of this State, known as the County Commission-
ers of Washington County and, where appropriate to the context, the
elected Board of County Commissioners thereof.
(f) The term "water system" shall mean and include, with respect
to any subdistrict established under this sub-title, all plants, systems,
facilities or properties used or useful or having the present capacity
for future use in connection with the supply or distribution of water
and any integral part thereof, including water supply systems, water
distribution systems, reservoirs, dams, wells, intakes, mains, laterals,
pumping stations, standpipes, filtration plants, purification plants,
hydrants, meters, valves, [and] equipment and appurtenances, and
all properties, rights, easements and franchises relating thereto and
deemed necessary or convenient by the District for the operation
thereof, and including any part of any of the foregoing outside a sub-
district but connected to and necessary for the operation of a water
system therein.
(g) The term "sewerage system" shall mean and shall include, with
respect to any subdistrict established under this sub-title, all plants,
systems, facilities or properties used or useful or having the present
capacity for future use in connection with the collection, carrying
away, treating, neutralizing, stabilizing or disposal of domestic
sewage, commercial, industrial and other wastes [or other wastes],
and any integral part [thereof] of said systems, including sewage
treatment plants, disposal fields, lagoons, pumping stations, [drain-
age ditches, surface water, intercepting ditches,] outfall sewers,
trunk sewers, intercepting sewers, lateral sewers, force mains, pipes,
pipe lines, conduits, equipment, appurtenances, and all properties,
rights, easements and franchises relating thereto and deemed neces-
sary or convenient by the District for the operation thereof, and in-
cluding any part of any of the foregoing outside a subdistrict but
connected to and necessary for the operation of a sewer system there-
in.
(h) The term "surface water drainage system" shall mean and
include, with respect to any subdistrict established under this sub-
title, pipes, pipe lines, inlets, outfall lines, surface water drainage
ditches and intercepting ditches and all equipment, appurtenances,
properties, rights, easements and franchises relating thereto and
deemed necessary or convenient by the District for the carrying off
and disposal of storm or surface waters.
[(h)] (i) The term "sewage" shall mean the [water carried]
water-carried wastes created in and carried, or to be carried, away
from residences, hotels, schools, hospitals, industrial establishments,
commercial establishments or any other private or public building,
together with such household and industrial wastes as may be present.
[(i)] (j) The word "improvements" shall mean such construction,
erection, repairs, replacements, additions, extensions and betterments
