place and stead thereof new Sections bearing the same numbers,
namely Sections 529, 530, 532(q), 533, 534, 543, 544 and 546;
AND TO REPEAL SECTION 532 (q) OF SAID ARTICLE AND
SUB-TITLE, limiting the applicability of said Sections to Wash-
ington County, clarifying the definitions of words or phrases used
therein, providing for the creation of the Washington County San-
itary District for all or a part of said County and the appointment
by the Board of County Commissioners of said County of a Com-
mission to operate said District, providing for the establishment of
sub-districts in which sanitary facilities shall be constructed, add-
ing to the powers of said District the power to make certain con-
tracts, authorizing said District to issue, within certain limits, its
general obligation or revenue bonds to finance in whole or in part
the cost of sanitary facilities and clarifying the procedure for such
issuance and the expenditure of the proceeds thereof, clarifying
the procedure for the letting of construction contracts and the value
of work which may be performed without contract, clarifying the
procedure for imposing special benefit assessments and ad valorem
taxes to repay the cost of any such sanitary facilities and further
authorizing the imposition of uniform capital charges to be known
as assessments in aid of construction to provide part of the cost
of any sewer facilities, authorizing water service and sewer serv-
ice charges to pay for maintenance and operation of water and
sewer facilities and, to the extent available, the cost of such facili-
ties, authorizing uniform water and sewer connection charges to
pay the cost of property connections, and authorizing ready-to-
serve charges on water connections to pay the cost of meters in-
stalled, and generally revising, correcting and clarifying the pro-
visions of the above mentioned Sections to facilitate the construc-
tion and financing of sanitary facilities in the areas of Washing-
ton County where such facilities are needed.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 528 of the Code of Public Local Laws of Washington
County (1957 Edition), being Article 22 of the Code of Public Local
Laws of Maryland, title "Washington County", subtitle "Sanitary
Districts", as said Section was enacted by Chapter 694 of the Laws
of Maryland of 1957, be, and the same is hereby, repealed and re-
enacted, with amendments, to read as follows:

528. Definitions.

(a)  The following terms whenever used or referred to in this sub-
title shall have the following meanings, except in those instances
where the context clearly indicates otherwise:

(b)   The term "District" shall mean [a] the body politic and
corporate created pursuant to this sub-title, or, if such body politic
and corporate shall be abolished, the board, body or commission suc-
ceeding to the principal functions thereof or to which the powers
given by this sub-title to such body politic and corporate shall be
given by the County Commissioners of Washington County pursuant
to
law.

(c)  The term "Commission" shall mean the governing body of [a]
said District.

(d)  The term "bonds" shall mean and include notes, bonds and
