J. MILLARD TAWES, GOVERNOR                             1229

(H-1) IN ORDER TO PROTECT THE HEALTH, SAFETY AND
GENERAL WELFARE OF THE RESIDENTS OF HOWARD
COUNTY AND THE TRAVELING PUBLIC, THE COUNTY COM-
MISSIONERS ARE HEREBY AUTHORIZED TO PROMULGATE
AND ADOPT RULES AND REGULATIONS PROVIDING FOR
THE METHOD AND MANNER IN WHICH DRIVEWAYS AND
ENTRANCES MAY BE CONNECTED WITH AND ENTERED
INTO AND UPON ROADS AND HIGHWAYS OF THE COUNTY'S
SYSTEM. THE COMMISSIONERS MAY PRESCRIBE, AMONG
OTHER THINGS INCIDENT TO THE PUBLIC SAFETY AND
WELFARE, THE GRADE OF SUCH ENTRANCES AND THE
LOCATIONS THEREOF TO THE COUNTY ROAD SYSTEM; THE
METHOD, MANNER AND DEGREE OF CHANNELIZATION
NECESSARY OR DESIRABLE AND THE TYPE OF DRAINAGE
FACILITY DEEMED DESIRABLE. NO PERSON SHALL CON-
STRUCT OR CONNECT SUCH ENTRANCE OR DRIVEWAY IN-
TO ANY COUNTY HIGHWAY OR ROAD WITHOUT FIRST RE-
CEIVING A WRITTEN PERMIT THEREFOR FROM THE COUN-
TY COMMISSIONERS, WHICH PERMIT SHALL PRESCRIBE
THE TERMS AND CONDITIONS UNDER WHICH SUCH CON-
STRUCTION SHALL BE PERFORMED, AND BE IT FURTHER
PROVIDED THAT SUCH COMMISSIONERS ARE AUTHORIZED
TO CHARGE AND COLLECT A REASONABLE FEE FOR THE
ISSUANCE OF SUCH PERMIT AND REQUIRE THAT THE AP-
PLICANT GIVE A SURETY BOND GUARANTEEING THE EN-
TRANCE OR DRIVEWAY WILL BE CONSTRUCTED IN AC-
CORDANCE WITH THE TERMS AND PROVISIONS OF SUCH
PERMIT.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 729
(House Bill 813)

AN ACT to repeal and re-enact, with amendments, Section 211 (a)
of Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resources", sub-title "Birds, Game and Inland Water
Fish", sub-heading "Game and Fresh Water Fish", relating to the
taking or catching of carp or eels in the waters of Allegany County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 211 (a) of Article 66C of the Annotated Code of Mary-
land (1957 Edition), title "Natural Resources", sub-title "Birds,
Game and Inland Water Fish", sub-heading "Game and Fresh Water
Fish", be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

211.

(a) It shall be unlawful for any person to use or attempt to use a
gig or gig iron or a light or nets or seines, fish pots, or other fishing
