such application fee provided for herein shall be used by the Board
to cover the expenses of the Board in connection with its functions.
The provisions of this subsection shall not apply to any application
for a license by way of renewal or by way of transfer for the same
premises.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety, and being passed upon yea and nay
votes supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall take effect
from the date of its passage.

(House Bill 802)
AN ACT to repeal and re-enact, with amendments, Section 7 (d) of
Article 25 of the Annotated Code of Maryland (1957 Edition),
title "County Commissioners", sub-title "General Provisions", and
to add new Section 7 (h-1) thereto, to follow immediately after
Section 7 (h) thereof, enabling the County Commissioners of How-
ard County to prescribe the hours and days of work of all ap-
pointed county employees, and to prescribe rules and regulations
relating to the construction of private driveways connecting with
county roads or rights of way AND RELATING GENERALLY
TO THE CONSTRUCTION OF DRIVEWAYS AND ENTRANCES
CONNECTING WITH HOWARD COUNTY ROADS.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 7 (d) of Article 25 of the Annotated Code of Maryland
(1957 Edition), title "County Commissioners", sub-title "General
Provisions", be and it is hereby repealed and re-enacted, with amend-
ments, and that new Section 7 (h-1) be and it is hereby added there-
to, to follow immediately after Section 7 (h) thereof, and all to read
as follows:
7.
(d) To provide for the appointment and removal of all county
officers and employees except those whose appointment or election
is provided for by the Constitution or public general or public local
laws, and to prescribe the hours and days of work for all appointed
county employees and officers.
(h 1) To prescribe rules and regulations in connection with the
construction of private driveways upon, at and connecting with
County roads or rights of way thereto.
