repealed and re-enacted, with amendments and that new Section 37
(h) (5) be and is hereby added to the said Code and sub-title, to
follow immediately after Section 37 (h) (4) thereof, all to read as
follows:
37.
(h)
(1) The Sheriff of Charles County shall receive an annual salary
of [$3,600] $6,000 and he shall also be allowed $900 per year as an
expense allowance. He may appoint not more than [eight] twelve
full-time deputies [at an annual minimum salary of $3,000, said
salary to be increased at the rate of not more than $200 per year
to a maximum salary of $3,400 per year. In addition to the above
deputies, the Sheriff shall appoint one full-time deputy at a salary
of $2,000 per annum. Any deputy to be qualified for such increase
must have at least two years experience in said Sheriff's office. Any
special deputies shall be appointed only with the approval of the
County Commissioners and shall receive such compensation as said
Commissioners shall determine]. The books of said Sheriff shall be
audited annually, copies of which shall be submitted to the County
Commissioners for publication in local newspapers.
There is hereby created a Board of three members, the Sheriff of
the county, the State's Attorney of the County and one member of
the Board of County Commissioners selected by the Board, with the
duty of regulating the conduct of deputy sheriffs of the county, reg-
ular or special, which shall include the power of determining and
fixing standards and qualifications for the appointment of persons
as deputy sheriffs of the county. The Board shall receive no com-
pensation, but shall be reimbursed by the County Commissioners for
actual expenses incurred in the performance of their duties. The
County Commissioners shall provide the Board with such clerical
and stenographic help as may be required. Any deputy sheriff em-
ployed on June 1, 1961 and who meets the standards and qualifications
fixed by the Board shall receive a minimum salary of $4,000 per year,
and in addition thereto shall receive an annual increment of $100
for each two years of service as deputy sheriff prior to June 1, 1961.
Any deputy sheriffs employed on June 1, 1961 and failing to meet the
AFTER JUNE 1, 1961, ANY DEPUTY SHERIFF WHO MEETS
THE STANDARDS AND QUALIFICATIONS FIXED BY THE
BOARD SHALL RECEIVE A MINIMUM SALARY OF $4,000. PER
YEAR, AND ANY DEPUTY SO QUALIFIED SHALL FURTHER
RECEIVE, IN THE DISCRETION OF THE BOARD AN ANNUAL
INCREMENT OF $100 PER YEAR UP TO A MAXIMUM OF $4,600.
IN ADDITION TO THE SALARY AND INCREMENTS PRO-
VIDED ABOVE, ANY DEPUTY SHERIFF SO QUALIFIED WHO
WAS EMPLOYED PRIOR TO JUNE 1, 1961, SHALL RECEIVE
THE SUM OF $100 FOR EACH TWO YEARS OR FRACTION
THEREOF OF SUCH PRIOR SERVICE, EXCEPT THAT NO
DEPUTY SHERIFF SHALL RECEIVE ANY COMPENSATION
IN EXCESS OF $4,600 UNDER ANY OF THE PROVISIONS OF
THIS PARAGRAPH. ANY DEPUTY SHERIFF EMPLOYED
ON JUNE 1, 1961, AND WHO FAILS TO MEET THE stand-
ards and qualifications fixed by the Board shall be entitled to
continue in office at the salary received prior to June 1, 1961. The
