transportation operations to develop public transportation service
for the benefit of the people of the Metropolitan Area.
16. THE PROVISIONS OF THIS ARTICLE 64B SHALL NOT
APPLY TO ANNE ARUNDEL COUNTY.
17. Liberal Construction.
This Article being necessary for the welfare of a large portion of
the State of Maryland and its inhabitants, shall be liberally construed
to effect the purposes thereof.
18. Provisions Separable.
The provisions of this Article are declared to be separable, and
in case it be judicially determined that any word, phrase, clause,
item, sentence, paragraph, or section of this Article, or the applica-
tion thereof, to any person or circumstance, is invalid, the remaining
provisions and the application of such provisions to other persons
or circumstances shall not be affected thereby.
Sec. 2. And be it further enacted, That in the event any provisions
of any law, charter, ordinance, resolution, rule or regulation now
in force in the City of Baltimore, AND Baltimore County or Anne
Arundel County are inconsistent or conflict with any provisions of
this Act, then in any and all such cases the provisions of this Act
shall be controlling.
Sec. 3. And be it further enacted, That this Act shall take effect
on June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Sections 37 (h)
(1) and (2) of Article 87 of the Annotated Code of Maryland
(1957 Edition and 1960 Supplement), title "Sheriffs", sub-title
"Compensation and Duties", and to add new Section 37 (h) (5)
to the said Code and sub-title, to follow immediately after Section
37 (h) (4) thereof, relating to the Sheriff and deputy sheriffs and
special deputy sheriffs of Charles County to their salaries, mem-
bers NUMBERS, qualifications and outside employment, and to
appropriations for the office of Sheriff of the County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 37 (h) (1) and (2) of Article 87 of the Annotated
