and financial experts, consultants of all kinds and other persons
possessing technical or specialized skills in connection with the duties,
powers, and functions of the Authority.

(i) Enter into contracts, agreements and other legal instruments,
and be bound thereby, with any legal entity in connection with or
relative to any matter or thing which is contemplated by the pro-
visions of this Article to come under or within the jurisdiction, power,
or authority of the Authority.

(j) Acquire, under the conditions and at the time set forth in this
Article, by purchase, lease, gift or any other legal means, or under
any such terms and conditions and in such manner as may be deemed
proper, or by the exercise of the power of eminent domain, real
property or personal property, tangible or intangible, situated or
having a legal situs in the area, and any right, title, interest, fran-
chise, easement or privilege therein, including, but not limited to,
real property or personal property and any right or interest therein,
already devoted to public use, for or in connection with any matter
or thing which is contemplated to come under or within the juris-
diction, power, or authority of the Authority.

In the event that the Authority finds it necessary to exercise the
power of eminent domain because a price cannot be agreed upon,
or the owner is legally incapacitated or absent, unknown, or unable
to convey valid title, any such proceeding shall be conducted, and the
compensation to be paid shall be ascertained and paid in the manner
provided by Article 33A of the Annotated Code of Maryland, title,
"Eminent Domain."

(k) Develop, redevelop, extend, alter, improve, repair, renovate,
or modernize any real property or personal property which may be
owned, controlled, or operated by the Authority.

(l) Acquire by purchase, lease, gift, or any other legal means
OTHER THAN THE EXERCISE OF THE POWER OF EMINENT
DOMAIN, on such terms and conditions and in such manner as may be
deemed proper, any new or used personal property, including rolling
or mobile equipment and other equipment, of every kindf nature, and
character, necessary, convenient, or useful in connection with the
operation and maintenance of a mass transportation system or any
part thereof; and sell, lease, rent, or otherwise dispose of such per-
sonal property to any public or private legal entity which is operating
a mass transportation system in the Area, for public transportation
facility use only, and for no other purpose, upon such terms and con-
ditions as may be deemed proper by the Authority.

(m) Sell, lease, rent, convey, transfer, or otherwise dispose of any
real property, or interest therein, owned or controlled by the Au-
thority, to any public or private legal entity which is operating a
mass transportation system in the area, upon such terms and con-
ditions as may be deemed proper by the Authority.

(n) Sell, lease, convey, transfer, or otherwise dispose of any real
or personal property owned or controlled by the Authority when any
such property is no longer useful to, or needed by, the Authority, or
exchange such property for any other property or rights which is
or are useful to, or needed by, the Authority, upon such terms and
conditions as may be deemed proper by the Authority.
