to the Advisory Council for its comments and recommendations.
These comments and recommendations shall not be binding upon the
Authority. The Council must submit its comments or recommenda-
tions within thirty days after such submission.

(b)   The Advisory Council is composed of the following:

1)  A member of the Public Service Commission of Maryland,
designated by the Governor of the State.

2)   The Commissioner of Transit and Traffic of the City of
Baltimore.

3) The Director of Public Safety of Baltimore County and
(if Anne Arundel County is included)

4) A representative of Anne Arundel County, designated by
the Board of County Commissioners of that County.

4)  A REPRESENTATIVE OF THE PLANNING COM-
MISSION OF BALTIMORE CITY.

5)  A REPRESENTATIVE OF THE PLANNING DEPART-
MENT OF BALTIMORE COUNTY.

(c)   The members of the Advisory Council shall elect from its
membership one member to serve as Chairman of the Advisory Coun-
cil.

7. Territorial Jurisdiction and General Grant of Powers.

(a)  The Authority has jurisdiction OVER THE TRANSPORTA-
TION FOR HIRE BY ANY CARRIER OF PERSONS BETWEEN
ANY POINTS IN THE AREA AND TO OVER THE PERSONS EN-
GAGED IN RENDERING OR PERFORMING SUCH TRANSPOR-
TATION SERVICES, and it may exercise any and all of its powers
and duties, as defined and set forth in this Article, in all of the terri-
tory within the boundary lines of the Area.

(b)  The Authority may develop an overall plan in the Area for
mass transportation directed to the most efficient and economic
combination of mass transportation systems in order to expedite
the movement of all mass transportation. In order to accomplish
the purposes of this Article, the Authority may:

(c)   Have perpetual succession, and sue and be sued in its own
name and plead and be impleaded.

(d)   Adopt an official seal and alter the same at its pleasure.

(e)   Adopt, promulgate, amend and repeal rules and regulations
for the regulation of its affairs and the conduct of its business.

(f)   Establish and maintain an office or offices for the conduct
of its affairs.

(g)  Appoint, employ, hire or engage legal counsel SUBJECT TO
THE PRIOR APPROVAL OF THE ATTORNEY GENERAL OF
MARYLAND, accountants and such other assistants, aides and em-
ployees as may be deemed necessary for the proper performance of
the duties and functions of the Authority, and fix their compensation.

(h) Employ or hire from time to time, by contract, consulting and
other kinds of engineers, architects, construction, transportation
