OR FROM ANOTHER APPOINTING AUTHORITY, OR FROM
ANOTHER APPOINTING AUTHORITY TO A MEMBER.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 284A 284C be and it is hereby added to Article
77 of the Annotated Code of Maryland (1957 Edition and 1960 Sup-
plement) , title "Public Education", sub-title "Chapter 27. Free Schol-
arships", to follow immediately after Section 284 284B thereof, and
to read as follows:

284A. By agreement among the members of the General Assembly
the right to appoint students under any of the provisions of this sub
-
title may be transferred from one member to another, and such ap-
pointments shall be effective in all respects as if made by the member
originally entitled thereto.

284C. A MEMBER OF THE GENERAL ASSEMBLY OR
OTHER APPOINTING AUTHORITY ENTITLED TO AWARD A
SCHOLARSHIP OR DESIGNATE THE RECIPIENT OF A
SCHOLARSHIP APPOINTMENT, UNDER ANY OF THE PRO-
VISIONS OF THIS SUB-TITLE OR ELSEWHERE IN THIS
ARTICLE, SHALL MAKE SUCH AWARD OR DESIGNATION,
ON OR BEFORE JULY 1 OF EACH YEAR, OR BY AGREEMENT
WITH ANOTHER MEMBER OF THE GENERAL ASSEMBLY OR
OTHER APPOINTING AUTHORITY MAY TRANSFER SUCH
RIGHT OF APPOINTMENT TO SUCH OTHER MEMBER OR
OTHER APPOINTING AUTHORITY WHO SHALL EXERCISE
SUCH APPOINTMENT RIGHT BY SAID DATE; AND, THE
APPOINTING MEMBER OR AUTHORITY SHALL NOTIFY THE
RECIPIENT OF THE SCHOLARSHIP APPOINTMENT AND
THE EDUCATIONAL INSTITUTION CONCERNED OF SUCH
APPOINTMENT BY SAID DATE. IF ANY SUCH SCHOLAR-
SHIP APPOINTEE SHALL NOT BE ACCEPTED FOR ADMIS-
SION BECAUSE OF A FAILURE TO MEET THE ACADEMIC
OR ADMISSION STANDARDS OF SUCH EDUCATIONAL IN-
STITUTION, OR SHALL WITHDRAW FROM ENROLLMENT IN
SUCH EDUCATIONAL INSTITUTION, OR SHALL BE DROPPED
OR DISMISSED FROM ENROLLMENT THEREIN FOR ACA-
DEMIC REASONS OR FOR FAILURE TO OBSERVE THE
RULES AND REGULATIONS OF SUCH EDUCATIONAL INSTI-
TUTION, OR A VACANCY IN A SCHOLARSHIP OCCURS FOR
ANY REASON, ON OR AFTER JULY 1, THE EDUCATIONAL
INSTITUTION CONCERNED SHALL PROMPTLY NOTIFY
THE APPOINTING MEMBER OR AUTHORITY WITH RESPECT
THERETO AND SUCH APPOINTING MEMBER OR AUTHOR-
ITY SHALL BE ENTITLED TO APPOINT ANOTHER QUALI-
FIED APPLICANT FOR THE SCHOLARSHIP WITHIN THIRTY
(30) DAYS AFTER RECEIPT OF SUCH NOTICE FROM SUCH
EDUCATIONAL INSTITUTION, FOR THE REMAINDER OF
THE SCHOLARSHIP TERM AWARDED TO THE PREVIOUS
SCHOLARSHIP APPOINTEE.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
