sub-title "Chapter 27. Free Scholarships", to follow immediately-
after Section 284 thereof, and to read as follows:

284A.

The Attorney General shall compile and periodically review the
surety bonds given by persons accepting scholarships in education
under any of the provisions of this sub-title or elsewhere in this Ar-
ticle, giving security that such persons will teach in the public schools
of this State for not less than two years (or any other
SPECIFIED
period) after leaving the institution. Upon the failure or refusal of
any such person to observe the conditions of the bond, by teaching
for a less period than stipulated or for no period at all, the Attorney
General shall do such things as are necessary and proper to enforce
the obligation of the bond.

284B.

NOTWITHSTANDING ANY OTHER PROVISION OF THIS
SUB-TITLE OR ELSEWHERE IN THIS ARTICLE, WHENEVER
THERE IS A REQUIREMENT IN ANY PROVISION OF THIS
SUB-TITLE OR ELSEWHERE IN THIS ARTICLE THAT AN
APPLICANT AWARDED A SCHOLARSHIP SHALL GIVE A
BOND TO TEACH IN THE PUBLIC SCHOOLS OF THIS STATE
FOR A SPECIFIED TIME, ALL BONDS REQUIRED OF SUCH
SCHOLARSHIP APPLICANTS OR APPOINTEES, HEREAFTER
GIVEN, SHALL CONTAIN A PROVISION OR CONDITION TO
THE EFFECT THAT WITHIN FIVE YEARS AFTER LEAVING
THE EDUCATIONAL INSTITUTION TO WHICH THE APPOIN-
TEE IS AWARDED A SCHOLARSHIP, EXCLUDING A MAXI-
MUM OF FOUR YEARS IN MILITARY SERVICE, HE OR SHE
WILL TEACH IN THE PUBLIC SCHOOLS OF THIS STATE
FOR NOT LESS THAN TWO YEARS.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to add a new Section 284A 284C to Article 77 of the Anno-
tated Code of Maryland (1957 Edition and 1960 Supplement), title
"Public Education", sub-title "Chapter 27. Free Scholarships", to
follow immediately after Section 384 284B thereof, amending the
laws concerning certain free scholarships in this State, to provide
that THE TIME AND MANNER FOR AWARD OF A SCHOL-
ARSHIP APPOINTMENT BY A MEMBER OF THE GENERAL
ASSEMBLY OR OTHER APPOINTING AUTHORITY EN-
TITLED THERETO AND TO PROVIDE THAT by agreement
among the BETWEEN the members of the General Assembly OR
OTHER APPOINTING AUTHORITY the right to appoint stu-
dents may be transferred from one member to another. , OR TO
