of office of persons who are members of the county boards on passage
of this section shall not be affected by its provisions, except as other-
wise specifically provided; and provided further that on or before the
first Monday in May of 1929, the Governor shall appoint in the
counties of Baltimore, Carroll, Frederick, Dorchester, Washington
and Somerset, two members, one for a term of five years and one for
a term of six years from the first Monday in May, 1929. Thereafter
the term of each member appointed to the boards from each county
(except Anne Arundel and Allegany counties) shall be six years.

9A. THE COUNTY BOARD OF EDUCATION FOR CECIL
COUNTY SHALL BE COMPOSED OF FIVE MEMBERS. THE
PRESENT MEMBERS OF SAID BOARD ON (AT THE TIME OF
PASSAGE OF THIS SECTION), SHALL CONTINUE TO HOLD
THEIR OFFICES FOR THE TERMS FOR WHICH THEY WERE
APPOINTED. THE GOVERNOR SHALL APPOINT TWO (2)
PERSONS ON JUNE 1, 1961, TO SERVE ON SAID BOARD FOR
TERMS OF ONE AND THREE YEARS, RESPECTIVELY. AT
THE EXPIRATION OF THE TERMS OF THE PRESENT IN-
CUMBENT MEMBERS OF SAID BOARD, AND THE TWO ADDI-
TIONAL MEMBERS HEREIN PROVIDED FOR, THE GOVER-
NOR SHALL APPOINT NEW MEMBERS FOR FIVE YEAR
TERMS TO FILL EACH VACANCY. ONE MEMBER OF SAID
BOARD SHALL BE APPOINTED FROM EACH COUNTY COM-
MISSIONER'S DISTRICT IN CECIL COUNTY. EXCEPT AS PRO-
VIDED OTHERWISE IN THIS SECTION, THE SAID BOARD
SHALL BE SUBJECT GENERALLY TO THE PROVISIONS OF
THIS SUB-TITLE AS TO APPOINTMENT AND TENURE.

Sec. 2. And be it further enacted, That the additional position
here created on the Board of Education of Baltimore County shall be
filled by the Governor pursuant to the provisions of said Section 6 (a)
of Article 77 of the Code.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 371)

AN ACT to repeal and re-enact, with amendments, Section 73 of
Article 5 of the Code of Public Local Laws of Maryland (1930
Edition), title "Calvert County", sub-title "County Commission-
ers", as said section was last amended by Chapter 213 of the Acts
of 1935; and to add a new Section 81A to said Article and sub-
title to follow immediately after Section 81 thereof requiring the
county commissioners of Calvert County to follow certain public
advertising procedures with relation to the county budget and to
certain persons or contracts, and making general provision for
the compensation of the members of said board.

Section 1. Be it enacted by the General Assembly of Maryland,
