124.
(a) It shall be the duty of the Board of Parole and Probation of
its own initiative to cause to be made such investigation as may en-
able [him] it to determine the advisability of granting parole to per-
sons sentenced under the laws of this State, to any penal institution
therein whenever such prisoner shall have served in confinement
[one-third] one-fourth of such term or consecutive terms.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Section 6 (a) of
Article 77 of the Annotated Code of Maryland (1960 Supplement),
title "Public Education", sub-title "Chapter 2. Formation of
Boards", AND TO ADD A NEW SECTION 9A TO SAID
ARTICLE AND SUB-TITLE (1957 EDITION), TO FOLLOW
IMMEDIATELY AFTER SECTION 9 THEREOF, increasing the
number of members on the County Board of Education for Balti-
more County and providing for the appointment of the new
members.; AND PROVIDING FOR THE COMPOSITION, AP-
POINTMENT, AND TERMS OF OFFICE OF MEMBERS OF
THE COUNTY BOARD OF EDUCATION FOR CECIL COUNTY.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6 (a) of Article 77 of the Annotated Code of Maryland
(1960 Supplement), title "Public Education", sub-title "Chapter 2.
Formation of Boards", be and the same is hereby repealed and re-
enacted, with amendments, AND THAT A NEW SECTION 9A BE
AND THE SAME IS HEREBY ADDED TO SAID ARTICLE AND
SUB-TITLE (1957 EDITION), TO FOLLOW IMMEDIATELY
AFTER SECTION 9 THEREOF, ALL to read as follows:
6(a).
County Boards of education shall be composed in the counties of
'[Baltimore,] Carroll, Frederick, Dorchester, and Washington, of six
members; in Baltimore, Prince George's and Somerset counties of
seven members, and in each of the other counties (except Allegany,
Anne Arundel, Caroline, CECIL, Charles, Harford, Montgomery, St.
Mary's, Wicomico and Talbot for which separate provisions are made
in this article), of three members, who shall be appointed from the
citizens of the county by the Governor for a term of six years from
the first Monday in May next succeeding their appointment, and they
shall hold office until their successors qualify. Provided that the terms
