Maryland to the contrary notwithstanding, for the purpose of de-
fraying part of the cost of constructing a bridge over Sinepuxent Bay
between Assateague Island and the mainland of Worcester County
and approach roads connecting thereto at a location at or near Sandy
Point or other location determined by the Commission. (The bridge
and the approach roads connecting thereto are herein referred to
as the structure). The cost of constructing the structure, including
necessary rights-of-way for the approach roads, shall be paid jointly
by the Commission, Worcester County and the State of Maryland.
The necessary approach roads shall be part of the Road System of
Worcester County.

99B. The Commission is hereby authorized to prepare or have
prepared all plans and specifications for the structure, advertise and
receive bids, award the contract or contracts, supervise the con-
struction, perform the inspection and do or have done all other acts
necessary and desirable to assure that such structure is completed and
opened to traffic at the earliest practicable date. The cost of these
services shall be considered part of the cost of the structure and shall
be borne by the Commission as part of its financial support toward
the structure. The cost of the structure shall also include, over and
above the estimated tolls to be collected and spent for that purpose,
such sum as the Commission shall determine is necessary to keep the
structure in proper repair and maintenance for a period of five (5)
years from the opening thereof.

99C. The Commission is hereby authorized to provide for the
charge and collection of tolls for the use of such structure at such rate
or rates as the Commission shall, from time to time, determine. The
rate of tolls for the various types of vehicles using such structure
and the manner and method of collecting same shall be determined by
the Commission, provided, however, the structure shall be a "free
structure" and no tolls shall be imposed or charged until May 1, 1965.
The Commission shall take such action as it deems appropriate to
advise the public that tolls will be imposed on and after May 1, 1965.

99D. (a) The cost of the maintenance and repair of such struc-
ture shall be a first lien upon the tolls collected. If maintenance and
repair should become necessary prior to the collection of tolls or if
after collection has begun the cost of maintenance and repair shall
exceed the amount of tolls collected, such maintenance and repair
shall be made at the expense of the Commission provided the Com-
mission shall be reimbursed as hereinafter provided. After deducting
the cost of maintenance and repair and the cost of collecting the tolls,
the proceeds therefrom shall be distributed as follows: the Com-
mission shall first be reimbursed for its costs in connection with the
construction of the structure, including any cost for repair and
maintenance for which it was not reimbursed from toll receipts;
secondly, Worcester County shall be reimbursed for such of the cost
of the structure as was paid by such county toward the construction
thereof and after the payment to the Commission and Worcester
County as aforesaid the proceeds of the tolls shall be paid to the
Comptroller of the State of Maryland to apply toward that portion
of the cost of construction of the structure as was paid by the State
of Maryland.

(b) After the cost of the structure and the cost of repair and
maintenance shall have been fully paid, the structure shall be free
