incurred as a result of their membership. Those originally appointed
shall serve terms as follows: two for one year, two for two years, one
for three years. Thereafter all terms shall be for three years.

(a)  The Board of County Commissioners shall provide the Youth
Commission with office space, equipment, secretarial, janitorial, and
telephone services as required.

(b)  The Commission shall determine its own meeting time and
shall adopt such rules and regulations as it may deem necessary to
govern its procedures and business.

(c)  The Commission has the power to employ staff and to estab-
lish and appoint advisory groups and committees to assist in its pro-
grams of activity of which membership is not restricted solely to
members of the Commission.

(d) The Board of County Commissioners shall, and are hereby

directed to appropriate funds of not less than $12,500 annually for
the use of the Commission.

(D) THE BOARD OF COUNTY COMMISSIONERS IS AU-
THORIZED TO APPROPRIATE SUCH FUNDS AS MAY BE NEC-
ESSARY TO THE COMMISSION TO CARRY OUT THE PUR-
POSES OF THIS SUB-TITLE.

227.

(a)  The Youth Commission shall have the following powers and
duties:

(b)   To assume the leadership in studying the services available
to and the needs of the youth in the County.

(c)  To carry out a program of public information on youth prob-
lems, its needs, and the action needed through the various public
media such as press, radio, personal contacts, etc.

(d)   To stimulate the full development of present youth facilities
and to promote local coordination and cooperation of youth services.

(e)   To provide technical advice and guidance to local non-profit
organizations furnishing such services.

(f)   To develop and put into effect local programs of Juvenile De-
linquency Prevention.

(g)  Cooperate with any Federal, State, local agency, board or
commission, including the Maryland Commission for the Prevention
and Treatment of Juvenile Delinquency, and any interested private
or civic organization to obtain information and action on behalf of
the county's youth.

(h) The Commission shall annually report to the Board of County
Commissioners of St. Mary's County and to the public.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
