Whereas, the greatest opportunity for forging ahead to a positive
environment for youth lies in the local community where he lives;
and

Whereas, a Commission is necessary:

1.   To assure continuing concern for and to make provisions for
the Recreational, Educational and Health needs of the youth of
St. Mary's County.

2.   To bring about community awareness and understanding of the
needs of children and of stimulating interest and participation
in meeting such needs effectively.

3.   To bring about orderly development, well-balanced, coordinated
and readily available services, and to improve these social con-
ditions which contribute to the maladjustment and delinquency
of children.

4.   To be a clearing house in the county for new and constructive
ideas which are being used in other places in the State of Mary-
land and in the other States of the nation.

5.   To cooperate with the Maryland Commission for the Preven-
tion and Treatment of Juvenile Delinquency in finding ways to
work on the problems of children and youth; now therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 225, 226 and 227 be and they are hereby added to
Article 19 of the Code of Public Local Laws of Maryland (1930
Edition), title "St. Mary's County", to follow immediately after
Section 224 thereof as enacted by Laws of Maryland 1947, Chapter
685, to be under the new sub-title "Youth Commission", and to read
as follows:

Youth Commission
225.

(a)  The County Commissioners of St. Mary's County are hereby
authorized and
directed
AUTHORIZED to establish the St. Mary's
County Youth Commission.

(b)   The membership shall consist of 13 persons, one of whom the
membership shall designate as chairman.

(c)  Designated members of the Youth Commission shall be: the
Superintendent of Schools for the county, the Director of the County
Welfare Board, the County Health Officer, the Commanding Officer,
Naval Air Station, Patuxent River, Maryland, the President of the
County Ministerial Association, the Dean of the Catholic Clergy of
the county, the ranking officer of the State Police Detachment, a
member of the Board of County Commissioners. The remaining five
members shall be selected by the designated members and shall be
citizens of the county, not employees of the Commission, who play
an active part in providing services for youth.

(d)  The persons selected by the designated Commission members
shall be appointed for a period of three years and shall not be subject
to appointment for more than two terms without a lapse of one year
at the end of the second term. The members of the Commission shall
serve without pay, but may be compensated for any unusual expenses
