hereby repealed and re-enacted, with amendments; and to read as
follows:
169.
The County Commissioners of Howard County shall appoint a
police officer or officers, to act as such within any designated locality
or localities in Howard County, as they in their discretion deem
reasonable and proper for the protection of persons and property
within any such designated locality or localities, as the case may be;
they shall equip and arm said police officer [of] or officers and make
such rules and regulations for their proper government and dis-
cipline as they may deem best to promote the efficiency of the said
officers.
Said Commissioners shall annually appoint a qualified person as
chief of police, who shall be responsible for the general supervision
of the police department, the police officers and clerks appointed
under the provisions of this sub-title and who shall carry into effect
the aforesaid rules and regulations.
Said Commissioners shall from time to time establish a table of
organization for the police department, and in this conjunction
CONNECTION create such ranks below that of chief of police as
may be desirable to which they may appoint suitable persons.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to add new Sections 225, 226 and 227 to Article 19 of the
Code of Public Local Laws of Maryland (1930 Edition), title "St.
Mary's County", to follow immediately after Section 224 thereof
as enacted by Laws of Maryland 1947, Chapter 685, and to be
under the new sub-title "Youth Commission", providing generally
for the establishment of the St. Mary's County Youth Commis-
sion, its powers and duties, its membership and their terms, and
for financial support of the same.
Whereas, children are the nation's most priceless resource; and
Whereas, all of the children in a democratic society should have
the opportunity for their fullest development for their own better-
ment and for the good of the community; and
Whereas, the providing of a community setting in which children
fulfill their potential cannot be brought about by any one person,
agency or group; and
Whereas, the working together by the members and agencies of
each community is basic to any progress in dealing with the prob-
lems facing youth; and
