plan assuring equal concern for all communities and not by special
consideration; now therefore be it
Resolved by the General Assembly of Maryland, That the Medical
Care Committee of the State Planning Commission study and make
recommendations concerning the creation of a Statewide authority
to be responsible for the planning and financing of the construction
of hospital facilities; and be it further
Resolved, that, in its deliberations, the Committee give due con-
sideration to the facts that:
(a) Statewide general hospital facilities and utilization are the
responsibility of the voluntary hospital boards, and local governing
bodies in the case of public hospitals, and the joint concern of hospital
officials; the health professions; local, State, and inter-State public
health authorities; commercial and industrial organizations; labor
organizations; and health insurance organizations;
(b) The continuation and strengthening of the voluntary hospital
system is desirable public policy;
(c) Continuing education must be considered as a part of the prob-
lem of the effective utilization of medical and para-medical personnel;
(d) All sources and conditions of third-party income, as well as
the sources of financing the costs of construction and modernization
and replacement of physical facilities, bear an important impact on
the planning and economics of hospital operations;
(e) The Advisory Council on Hospital Construction (Section 567,
Article 43, Annotated Code of Maryland, 1957) has certain responsi-
bilities which may be modified if new responsibilities are assumed
by the State;
(f) The implementation of a coordinated plan may necessitate the
provision of State funds to supplement Federal funds on a grant or
loan basis; and be it further
Resolved, That the recommendations from this study be submitted
to the Governor in sufficient time that appropriate recommendations
may be made to the 1963 Session of the General Assembly.
