WHEREAS, in these times of great national peril from the Com-
munistic conspiracy the police must demonstrate they are just, alert,
and vigilant; that they have done so is evidenced by support they
receive from their government and the public; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Police
of Maryland be congratulated on the occasion of Police Week, May
13-19, 1962, for the services they have rendered the people of this
State.

Joint Resolution to request the Committee on Medical Care of the
State Planning Commission to study and make recommendations
concerning the creation of a Statewide authority to be concerned
with the planning and financing of the construction of hospital
facilities.
WHEREAS, the health and economic wellbeing of communities is
dependent on hospitals which serve as general resources, including
in-patient and out-patient services for the injured and acutely ill,
emergency psychiatric cases, alcoholics, and the mentally retarded;
and
WHEREAS, well-organized hospital facilities and services, planned
on a community-wide basis, are safeguards against inordinate in-
creases in hospital capital and operating costs, individually and as
a Statewide composite; and
WHEREAS, many communities are unable to finance the capital
cost of hospital facilities; and
WHEREAS, the absence of adequate hospital facilities to support
community medical care is detrimental to the development of the
community; and
WHEREAS, it is recognized that capital funds for hospital facilities
must be derived from local, State and Federal tax sources and from
volunteer funds; and
WHEREAS, Federal funds are presently available from Hill-Burton
grants but these are limited to a minor portion of capital costs; and
WHEREAS, a recent report on medical education and research by
the Medical Care Committee of the State Planning Commission em-
phasizes the need for more doctors and improved educational facilities
in hospitals for all health professional personnel; and
WHEREAS, the need for added hospital facilities is seriously acute
in some communities and among the Negro population particularly;
and
WHEREAS, these health care needs should be met with a Statewide
