(Senate Joint Resolution 7)
Senate Joint Resolution requesting the State of Maryland to con-
tribute funds for a Monument to honor the last Confederate
Veteran.
WHEREAS, the United Daughters of the Confederacy and the Sons
of Confederate Veterans are sponsoring the placing of a Monument
at Gettysburg to honor the memory of the last Confederate soldier
to die; and
WHEREAS, eleven Southern States are being requested to participate
in this most honorable project; and
WHEREAS, a Monument honoring the last Union Soldier was placed
at Gettysburg in 1957, and it is only fitting and proper that a Con-
federate Monument also be placed at Gettysburg, now, therefore be it
Resolved by the General Assembly of Maryland, That the
State of Maryland be requested to participate in the placing
of a Monument at Gettysburg to honor the last Confederate
Veteran who died. The Governor is requested to provide a budgetary
item in the amount of one thousand dollars, as the contribution by
the State of Maryland to the total cost of the monument, including
expenses involved in the dedication ceremony; and be it further,
Resolved, That the Secretary of State of Maryland be directed to
send a copy of this Resolution under the Great Seal of the State of
Maryland to the Georgia Hall of Fame Committee, Atlanta, Georgia.

(Senate Joint Resolution 9)
Senate Joint Resolution requesting the Legislative Council to con-
tinue the appointment and work of its special committee on Prison
Administration.
During 1960 and 1961 the Legislative Council appointed a special
committee on prison administration. This committee rendered re-
ports and recommendations to the General Assembly both in 1961
and in 1962.
The committee worked diligently and effectively in studying the
present problems of prison administration in the State of Mary-
land. They studied the systems of several other states that had been
